Responsibilities
- Direct certified payroll activities from initial setup through final submission for construction work governed by federal, state, and local prevailing wage rules.
- Examine contracts, bid packages, and labor compliance instructions to establish payroll requirements, reporting expectations, and project-specific configurations.
- Validate wage determinations, hourly rates, and fringe benefit treatment to ensure payroll calculations meet contractual and regulatory standards.
- Review payroll output and compliance reports generated through payroll systems, resolving discrepancies before filings or contractor invoicing are completed.
- Approve certified payroll submissions only after confirming accuracy, completeness, and consistency with labor classifications and project terms.
- Reconcile payroll records with contractor invoices and supporting documentation to confirm billed labor costs are properly supported.
- Serve as the internal resource on certified payroll practices, offering guidance to leadership and answering operational questions from staff and contractors.
- Lead, train, and mentor team members on prevailing wage requirements, certified payroll procedures, and quality control expectations.
- Support audit activity by organizing records, explaining payroll decisions, and providing documentation tied to compliance reviews.
- Identify opportunities to strengthen payroll workflows, improve reporting accuracy, and enhance ongoing compliance controls.
Requirements
- Certified Payroll Administrator designation or equivalent high-level expertise in certified payroll administration for construction environments.
- Extensive experience managing full-cycle payroll, including certified payroll processing and review responsibilities.
- Strong knowledge of prevailing wage regulations, including Davis-Bacon requirements and comparable state or local labor compliance rules.
- Demonstrated ability to interpret contracts, wage determinations, fringe calculations, and certified payroll reporting obligations.
- Background supervising payroll staff or functioning in a lead capacity within a payroll or compliance-focused team.
- Experience with multi-state payroll administration and high-volume payroll operations supporting more than 500 employees.
- Proficiency with ADP Workforce Now and the ability to review payroll system outputs for accuracy and compliance.
- Strong analytical skills with the ability to detect irregularities, investigate issues, and resolve payroll discrepancies efficiently.
