About the role

This position is located within Commander Navy Region Southeast, Fleet and Family Readiness Program. The purpose of the position is to document time and attendance records and review them for accuracy, completeness, and adherence to procedures prior to processing for Non-appropriated Fund (NAF) employees throughout the Southeast Region.

Responsibilities

  • Process time and attendance records, reviewing for accuracy, completeness, and adherence to procedures. Verify hours charged and types of special pay authorized for employees covered by a variety of pay categories.
  • Determine and verify time and attendance records submitted by each organization within the Fleet Readiness Programs (FRP).
  • Respond to pay inquiries and problems, including overtime, night differential, irregular duty hours, and shifts.
  • Verify that timekeepers have completed posting of time and attendance data and that certification is complete at the end of the pay period.
  • Interpret payroll regulations for managers and provide detailed explanations of actions affecting employee pay and/or entitlements.
  • Process automated requests for personnel actions as necessary.
  • Maintain an established filing system for correspondence, reports, and payroll functions while protecting Personally Identifiable Information (PII).
  • Track and coordinate the Leave Donor Program, reconciling donated leave to appropriate recipients and returning unused leave to donors per program regulations.
  • Receive and maintain orders for deductions including child support, alimony, bankruptcy, Federal tax levy, and commercial debts. Review these orders for accuracy, authority, completeness, and conformance with regulatory requirements.
  • Enter garnishment data into payroll systems and verify proper processing. Provide data for correspondence to employees, courts, IRS, and other entities concerning garnishment actions.
  • Submit garnishment and child support data to accounts payable for processing payments to the appropriate entity.
  • Monitor, receive, and enter changes to union deductions, financial organizations, tax rates, charities, insurance, and program codes into the ADP payroll system.
  • Compute and/or verify computations for buy-back of sick/annual leave for employees on workers compensation when applicable.
  • Complete corrected time and attendance forms for manager's signature.
  • Monitor, process changes, and reconcile leave balance transfers upon receipt of payment.
  • Code and/or verify coding of banking or savings allotments prior to processing. Determine proper resolution of Electronic Fund Transfers rejected through the banking system.
  • Act as liaison between payroll and other governmental or non-governmental offices. Answer telephonic and written inquiries pertaining to individual employees.
  • Coordinate resolution of routine problems with appropriate personnel.
  • Perform monthly reconciliations for all applicable payroll accounts, including annual leave, miscellaneous deductions, compensatory time, wages payable, federal and state taxes, etc., and post journal vouchers in the accounting system.
  • Investigate variances identified in tax accounts, contact appropriate tax agencies, and submit journals to HQ to clear account transactions where applicable.
  • Conduct refresher training or new user training for KRONOS timekeeping and management.
  • Perform other duties as assigned.

Requirements

  • Must meet Federal Employment suitability requirements and successfully complete a background investigation, including fingerprint identification and background inquiry forms.
  • Must successfully pass the E-verify employment verification check. Any discrepancies must be resolved as a condition of employment.
  • Must go through a Personal Identity Verification (PIV) process requiring two forms of identification from the Form I-9.
  • May be required to pass pre-employment examinations.
  • A valid State driver's license is required to operate motor vehicles.
  • Must have salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • Selective Service Registration is required for males born after 12/31/1959.
  • Must be willing to submit for a "Secret Tier III" security clearance, requiring U.S. citizenship.
  • Must reside within a 50-mile radius of 32212 (or applicants claiming Military Spouse Preference).

Qualifications

  • Minimum one year of experience demonstrating progressive work related to the duties of the position.
  • Work experience should include knowledge of an extensive array of payroll regulations, policies, and procedures to act on a variety of non-routine complex matters, including coordinating and correcting pay situations, pay discrepancies affected by special pay rates, shift and weekend schedules, correcting under/overpayments, and researching time and attendance issues.
  • Detailed knowledge of NAF pay and leave regulations.
  • Comprehensive knowledge of pay policies, procedures, special rates in conjunction with various locality pay scales, and system operations to determine proper pay rates, resolve pay inquiries, and maintain employee master pay and leave records.
  • Good overall knowledge of accounting principles sufficient to understand account relationships within an extensive automated system covering operations at multiple organizational units.
  • Working knowledge of the Non-appropriated Fund Payroll System, including processing a large automated time and attendance system. Experience with SAP accounting is highly desirable.
  • Ability to use tact and diplomacy when dealing with employee pay issues.
  • Demonstrated ability to work independently.
  • Ability and skill to communicate orally and in writing with serviced activities, legal offices, and other governmental agencies.
  • You will receive credit for all qualifying experience, including volunteer and part-time experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs.

Position is a non-critical, sensitive role requiring access to IT II systems and/or access to PII. An Access National Agency Check Investigation (ANACI) is required via the SF 86 security form. Required to submit a Financial Disclosure Statement, OGE-450, upon entering the position and annually.
