About the Role

Under administrative direction, this position performs district-based duties associated with handling complex aspects of payroll operations, including technical responsibilities, quality assurance, and retirement. Employees in this classification are responsible for check preparation, biweekly payroll processing, financial and technical report preparation, reconciliations, payroll issue research, and providing technical assistance. The role ensures compliance with federal and state regulations and performs specialized work specific to the budget department.

Responsibilities

  • Respond to internal and external customers in a timely, accurate, courteous, and empathetic manner, representing OCPS positively.
  • Approve payroll and retirement for processing, ensuring proper charges, deductions, and payments for all district employees.
  • Research and resolve issues concerning payroll, leave quotas, accruals, retirement, garnishments, and supplements.
  • Respond to inquiries from schools, departments, and employees regarding payroll-related matters.
  • Monitor district payroll for accuracy to ensure adequate budget coverage for all expenditures, including payroll.
  • Calculate and process garnishment orders, retirement adjustments, and contributions.
  • Generate various payroll reconciliation reports to ensure accuracy and regulatory compliance.
  • Maintain payroll files from the beginning to the end of the fiscal year, keeping records of all changes.
  • Prepare financial and technical reports, such as quarterly and annual reconciliations and state unemployment documents.
  • Perform reconciliation of payroll postings and retirement contributions or collections.
  • Provide payroll assistance for distributing expenditures to various funds and split coding entries.
  • Assist with policy implementation in compliance with federal and state regulations regarding payroll.
  • Approve personnel transactions to ensure employees are properly paid with all components in place.
  • Calculate and input adjustments to ensure adequate payment for time due to employees.
  • Stay updated on current technology relevant to the role and attend training to maintain required skill levels.
  • Maintain timely and accurate information as part of job responsibilities.

  • Preparing mailings.
  • Re-routing information.

Requirements

  • High school diploma or GED.
  • College-level coursework or vocational training in finance/accounting.
  • Five years of accounting/finance/payroll experience, with at least two years in a payroll-related role.
  • Knowledge of the SAP system and payroll processes.

  • Equipment, Machinery, Tools, and Materials Utilization: Ability to operate, maneuver, and control equipment, machinery, tools, and materials used in performing essential functions.
  • Verbal Aptitude: Ability to utilize a wide variety of reference and descriptive data and information.
  • Mathematical Aptitude: Ability to perform addition, subtraction, multiplication, and division; calculate decimals and percentages; may require ability to utilize principles of fractions and/or interpret graphs.
  • Functional Reasoning: Ability to carry out instructions furnished in written, oral, or diagrammatic form, involving semi-routine standardized work with latitude for independent judgment.
  • Situational Reasoning: Ability to exercise judgment, decisiveness, and creativity in situations involving a variety of generally pre-defined duties characterized by frequent change.

Physical Demands and Work Environment

  • Physical Ability: Tasks involve light physical effort in sedentary to light work, including lifting, carrying, pushing, and/or pulling objects and materials of light weight (5-10 pounds). Extended periods at a keyboard or workstation may be required.
  • Sensory Requirements: Tasks may require the ability to perceive and discriminate sounds, visual perception and discrimination, and oral communication.
  • Environmental Factors: Tasks are regularly performed without exposure to adverse environmental conditions such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature extremes, machinery, vibrations, electric currents, traffic hazards, animals/wildlife, toxic/poisonous agents, violence, disease, or pathogenic substances.
