Position SummaryUnder the general supervision of the Chief of Police, the Police Support Specialist is a sworn law enforcement position assigned primarily to specialized technical, administrative, and operational support functions for the Police Department while retaining the authority and responsibilities associated with appointment as a sworn HCMA police officer. The employee is entrusted with confidential law enforcement, personnel, and criminal justice information and must exercise a high degree of professionalism, discretion, sound judgment, and attention to detail while supporting Police Department operations. This is a seasonal position intended to provide temporary administrative and operational support to the Police Department during periods of increased operational workload. The duration and scheduling of employment shall be determined based upon departmental needs and funding availability. Essential Duties And Responsibilities Conducts comprehensive pre-employment background investigations for police officer and civilian applicants, including applicant interviews, reference checks, employment verification, criminal history reviews, social media reviews, and preparation of comprehensive background investigation reportsCoordinates and maintains the Police Department's employee training records and tracks compliance with applicable MCOLES requirements, continuing professional education (CPE), firearms qualifications, certifications, departmental requirements, state mandates, and mandatory training deadlinesAssists with scheduling department training, maintaining attendance records, and preparing reports regarding training complianceExercises law enforcement authority consistent with appointment as a sworn HCMA police officer and in accordance with applicable law, Department policy, and direction of the Chief of PoliceMay assist with police operations, investigations, special events, emergency incidents, or other law enforcement assignments as directedMaintains all training, licensing, qualification, and certification requirements necessary to retain status as a sworn police officerPerforms video and audio redaction of police body-worn camera recordings, in-car video, photographs, and other digital evidence in accordance with the Freedom of Information Act (FOIA), criminal justice requirements, and department policyAssists with processing Freedom of Information Act (FOIA) requests involving digital evidenceMaintains confidential personnel files, background investigation files, and other administrative records in accordance with applicable retention schedulesMaintains compliance with applicable FBI Criminal Justice Information Services (CJIS) Security Policy requirements, Michigan CJIS and LEIN requirements, and departmental policies governing access, handling, storage, and dissemination of confidential law enforcement informationAssists with preparing monthly, quarterly, and annual statistical reports for the Chief of PoliceMaintains departmental databases, spreadsheets, and tracking systems related to personnel, training, equipment, and administrative functionsAssists with ordering office supplies, uniforms, equipment, and other administrative purchases as assignedCoordinates administrative paperwork associated with hiring, onboarding, promotions, and employee separationsAssists with policy updates, document preparation, and records managementResponds to inquiries from department personnel and the public while maintaining confidentiality of sensitive informationAssists with special projects assigned by the Chief of PolicePerforms general clerical duties including filing, scanning, data entry, document preparation, and correspondence Non-Essential Duties Assists with department events, training exercises, and community outreach activitiesAssists with inventory of department equipment and administrative suppliesPerforms other related duties as assigned by the Chief of Police Work Environment Work is primarily performed in a professional office environment within the Police Department Administrative Office, with occasional interaction with police personnel, applicants, outside agencies, and members of the publicAlthough primarily assigned to an administrative office environment, the employee is a sworn police officer and may be required to perform duties in the field, emergency, training, special-event, or other law enforcement environments as directed Minimum/Preferred Qualifications Associate's Degree in Criminal Justice, Public Administration, Business Administration, Office Administration, or a related field preferred. Relevant work experience may be substituted for educationPrior law enforcement experience as a sworn police officer preferred. Experience performing administrative, investigative, training, records, or other specialized law enforcement support functions is desirableExperience conducting background investigations or working with confidential records is preferredMust possess and maintain, or be eligible to obtain and maintain, licensure as a law enforcement officer through the Michigan Commission on Law Enforcement Standards (MCOLES), as required for appointmentSuccessful completion of required CJIS security training, confidentiality agreements, and department-specific training prior to accessing protected law enforcement systemsPossession of a valid Michigan driver's license with an acceptable driving recordSuccessfully pass a comprehensive background investigation Required Knowledge, Skills and Abilities Experience working with digital evidence, video management systems, records management software, or law enforcement technology platforms is desirableProficiency using Microsoft Office Suite, including Outlook, Word, Excel, and TeamsAbility to learn and effectively utilize law enforcement software applications, records management systems, digital evidence platforms, and department-specific technology systemsAbility to prepare detailed written reports, correspondence, and administrative documentation while maintaining accurate recordsAbility to organize multiple projects, establish priorities, meet deadlines, and complete assignments with minimal supervisionAbility to maintain strict confidentiality while handling sensitive personnel information, investigative records, criminal justice information, and other protected informationExcellent written and verbal communication skillsStrong organizational and time management abilitiesExceptional attention to detail and accuracyAbility to exercise sound judgment and discretionAbility to make independent decisions regarding administrative processes while recognizing matters requiring referral to supervisory personnelAbility to establish and maintain positive working relationships with department personnel, outside agencies, and the publicAbility to work independently while managing multiple assignmentsDemonstrates professionalism, integrity, and a commitment to customer serviceDue to the nature of assigned duties, the employee will have access to confidential personnel information, criminal justice information, investigative records, and digital evidence.
