Responsibilities

The School of Public Policy and Urban Affairs in the College of Social Sciences and Humanities seeks an applicant to teach PPUA 6505: Public Budgeting and Financial Management at its Arlington, Virginia (National Capital/Washington, DC area) campus for Spring 2026. The instructor will teach this core course for our NASPAA-accredited Master of Public Administration program. The course surveys governmental budgeting at the federal, state, and local levels, examines major revenue sources and expenditure responsibilities, discusses budgetary processes and politics, and considers both proposed and implemented reforms. The course also introduces financial management practices including cash management, fund accounting, debt financing, endowment spending and control, cost allocation procedures, and tax expenditures. Given our Arlington location, emphasis on federal budgeting processes, congressional appropriations, and federal agency financial management is particularly valuable.

Teaching will be in a traditional classroom on our Arlington, Virginia campus, with classes meeting in the evening to accommodate working professionals.

Qualifications

  • Ph.D. degree in Public Administration, Public Policy, Economics, Public Finance, or related disciplines is preferred.
  • Advanced (masters) degree with significant professional experience in governmental budgeting, public financial management, or related fields may be considered.
  • Experience with federal budgeting processes, congressional appropriations, or federal agency financial management is highly desirable.
  • College-level teaching experience is preferred.
  • Professional experience in government budget offices, GAO, CBO, OMB, or similar organizations is a plus.

Pay Range

The rate per credit is $2,085.
