Part time Animal Control Officer

About the role

The position of Part-Time Animal Control Officer is intended to assist and supplement the Town’s full-time Animal Control Officer. This role requires working a flexible schedule, including weekends, holidays, and occasional evening hours. This position will typically require working every other weekend. The 2026 hourly rate is $16.98, in accordance with Town Ordinance 1875. This position is scheduled for up to 40 hours per two-week pay cycle.

Responsibilities

• Conduct preventative patrols to detect roaming nuisance or injured animals.
• Respond to citizen complaints concerning animals.
• Conduct an annual survey of licensed and unlicensed canines.
• Enforce all laws and ordinances pertaining to all animals.
• Conduct preventative educational programs and enforcement activities that are designed to prevent the incidence or spread of rabies.
• Operate and maintain a Department vehicle.
• Transport animals to the St. John animal shelter and examine captured animals for illness or injury.
• Transport sick or injured animals to the veterinarian for medical treatment as needed.
• Responds to assist on-duty Officers with animal control issues as needed.
• Remove dead animals from roadways and dispose of them.
• Quarantine animals that are suspected of inflicting an animal bite on a person and provide follow-up contact to ascertain if the animal is showing any signs of sickness or rabies.
• Issue citations to enforce Town animal regulations including licensing requirements and the leash law.
• Testify in court as an expert witness regarding the enforcement of animal control laws.
• Ensure that no drugs of any kind are kept or otherwise stored at the St. John Animal Control Facility, unless the drug(s) are prescribed by a licensed veterinarian for an animal in the care of our facility.

Requirements

Typical qualifications would be equivalent to: High school diploma or GED. Successful completion in the St John Metropolitan Police Department Police Animal Control Officer hiring process.

Skills

• Proficient in operating the necessary tools and devices to capture animals.
• Learn, interpret and apply the policies, procedures, laws, codes, ordinances, and regulations pertaining to animal control and animal protection.
• Effectively communicate with Central Dispatch.
• Effectively determine animal diseases to assist in determining the proper disposition for an animal.
• Determine the proper action to take when confronting animals who are agitated, vicious, frightened, or injured.
• Act quickly and calmly in emergencies.
• Able to write clear, accurate, factual, and concise reports.
• Able to properly and safely tranquilize animals as necessary.

Qualifications

• Knowledge of basic methods of animal collection, care, and disposal.
• Knowledge of occupational hazards and standard safety practices necessary in the area of animal capture and control.
• Proficiency with personal computers, specifically mobile data units, computer software, and applications.
• Knowledge of state, federal laws, and Town ordinances.
• Knowledge of Town geography and boundaries.
• General knowledge of office equipment, including a fax machine, copier, telephone, calculator, and shredder.

Job Description: Animal Control Officer

The animal control officer serves as a municipal agent of the town concerning animal protection, control, public health, and welfare as it relates to animal control. Typical qualifications would be equivalent to: High school diploma or GED. Successful completion in the St John Metropolitan Police Department Police Animal Control Officer hiring process.

Additional Details

Animal control monthly report will be turned in to the Chief of Police or designee no later than the 7th of each month. The report will be for the previous month. (i.e. January report will be due by the 7th of February).
