The Ohio Department of Rehabilitation and Correction is seeking a dedicated security-minded professional to serve as a Parole Program Specialist (Sex Offender Specialist), guided by the agency’s mission “To reduce recidivism among those we touch.”

About the role

Serves under the direction of the Deputy Superintendent as a Sex Offender Specialist, focusing on parole and probation in the area of sex offender programming and reentry. Acts independently to provide direct reentry programming services, such as group interventions, to offenders under supervision with the Adult Parole Authority.

Responsibilities

• Assess offenders for risk and provide various levels of intervention.
• Participate in community reentry management teams or ORAS staffing to provide programming intervention recommendations or progress updates.
• Electronically document interventions and progress.
• Discuss sex offender cases with parole officers, senior parole officers, and supervisors to determine appropriate interventions, risk levels, and special conditions of supervision.
• Assist field officers in acquiring housing, employment, and treatment/programming services for offenders.
• Provide crisis intervention as needed.
• Serve as a resource to regional staff on matters involving reentry of sex offenders.
• Assist in the identification, development, and submission of sex offender programming for re-entry.
• Provide guidance to Unit Supervisors, Senior Parole Officers, and Parole Officers related to sex offender risk.
• May assist during the violation/sanction process as appropriate.
• Identify and assist in the delivery of training related to treatment, investigations, interviewing, and laws/legislation concerning sexual offenders and evidence-based practices.
• Act as a liaison between institutions and regional staff to coordinate offenders' interventions, reentry, and discharge planning, including housing.
• Interpret and provide instruction on agency policies regarding sex offender supervision.
• Prepare, review, and/or oversee preparation of publications, reports, or other work-related documentation.
• Develop and maintain data regarding specialized treatment programs, oversee staff reports, and maintain records involving these programs.
• Chair or participate on workgroups, committees, or task forces to identify and resolve problems to improve service delivery.
• Create monthly statistical reports.
• Develop and maintain community relations through partnerships and cross-training with other agencies.
• May participate in internal management audits and serve on the Bureau of Internal Standards and Compliance audit team.
• Provide quality assurance on ODRC-led Evidence-Based initiatives.
• Monitor the quality of reports and services delivered by field staff through management information systems, data, and direct observations.
• Attend trainings to maintain subject-matter expert status and/or certifications, including case planning, interview skills, and agency-promoted evidence-based practices.
• Complete special assignments as directed by the Regional Administrator.
• Attend meetings, conferences, and trainings; may give presentations and conduct training.

Requirements

• Valid Ohio Driver’s license.
• One of the following combinations of education and experience:
  • 6 years of training or experience in community corrections, including report writing, offender treatment referrals, offender service delivery, and participation in corrections/criminal justice agency operations and investigations; 6 months of training or experience providing work direction and/or training.
  • Completion of an undergraduate core program in criminology, criminal justice, law enforcement, sociology, social work, psychology, or a related field; 48 months of training or experience in community corrections, including report writing, offender treatment referrals, offender service delivery, and participation in corrections/criminal justice agency operations and investigations; 6 months of training or experience providing work direction and/or training.
  • Completion of a graduate core program in criminology, criminal justice, law enforcement, sociology, social work, psychology, or a related field; 36 months of training or experience in community corrections, including report writing, offender treatment referrals, offender service delivery, and participation in corrections/criminal justice agency operations and investigations; 6 months of training or experience providing work direction and/or training.
  • 12 months of experience as a Senior Parole Officer (69812).
  • 24 months of experience as a Parole Officer (69810 or 69811).
  • Equivalent of the Minimum Class Qualifications for Employment noted above.
