Parole & Probation Officer 1 (Entry Level)

About the role

The Clackamas County Sheriff's Office, Parole & Probation Division is seeking qualified and motivated individuals for Parole & Probation Officer 1. This is the entry-level position in the Parole and Probation Officer series and includes the use of limited peace officer powers. The position requires day-to-day interaction with offenders using basic corrections knowledge and interpersonal communication skills. After successful completion of all required training, the incumbent will be promoted to Parole & Probation Officer 2, which typically takes at least one year.

Parole and Probation Officers will be required to carry firearms issued by the Department in the performance of their duties. The most competitive candidates will have knowledge of basic concepts and principles of social and corrections case and group work; criminal laws and the criminal justice system; and demonstrated skills to effectively work with adults on supervision placed on parole and probation.

Responsibilities

• Conducts interviews with adults on supervision to determine personal needs; formulates appropriate programs for each case to aid in rehabilitation; and maintains chronological case histories.
• Conducts probation and parole pre-sentence investigations, intake interviews, and supervises diversion and community service cases.
• Conducts follow-up interviews and investigates home conditions, personal adjustments, environment, and other factors involved in making court reports for adults on supervision on probation and/or parole.
• Under immediate supervision, makes arrests, searches and seizures, transports prisoners, and coordinates such activities with law enforcement agencies.
• Interacts with collateral sources such as spouse, family, employers, and others familiar with facts relating to individual cases for assistance with investigation and implementation of appropriate probation/parole treatment plans.
• Interacts regularly with municipal, district, and circuit court in both oral and written manner when testifying at hearings and presenting facts regarding adults on supervision progress.
• Confers with supervisor, other agencies, schools, churches, public health agencies, law enforcement agencies, businesses, and others to outline and implement treatment and care programs.
• Prepares written reports, maintains caseload statistics, and evaluative information used to formulate reports.

Requirements

• Possession of a Bachelor's Degree in Corrections, Criminal Justice, Social Services, or Psychology — OR — any satisfactory combination of experience and training that demonstrates possession of the required knowledge and skills. Applicants without a Bachelor's Degree must pass a reading/writing test to comply with Oregon DPSST standards.
• Work experience that includes effectively supervising, counseling, motivating, and providing guidance to justice-involved adults on supervision.
• Knowledge of human behavior and adjustment problems in justice-involved adults on supervision.
• Excellent written and oral communication skills.
• Understanding of basic concepts and principles of social and correctional care and group work.
• Must be able to be certified as a Parole and Probation Officer by the Department of Public Safety Standards and Training.
• Must meet the Department of Public Safety Standards and Training visual and hearing acuity requirements as detailed in Oregon Administrative Rules (OARs) 259-008-0000.
• Must meet the Clackamas County Sheriff's Office tattoo policy.
• Must be 21 years of age by the date of employment.
• Must be a United States citizen or be one within eighteen (18) months of hire.
• Must possess a high school diploma, GED certificate of high school equivalency, or a bachelor's degree from an accredited institution.
• Must be free from convictions of a serious nature, such as domestic violence, drug-trafficking and manufacturing, and any felony.
• Must be willing to be fingerprinted and have fingerprints filed with the State.
• Must pass post-offer, pre-employment drug test.
• Must pass an extensive background investigation, including national fingerprint records check.
• Must pass a post-offer physical assessment and psychological evaluation; accommodation requests will be reviewed on an individual basis.
• Must possess a valid driver's license and maintain an acceptable driving record throughout employment.
• Must be CPR and First Aid certified within three (3) months of employment.

Preferred Qualifications

• Possession of a Bachelor's Degree in Corrections, Criminal Justice, Social Services, or Psychology.
• Experience in the field of Parole and Probation.
• Background in social work or counseling.
• Experience and ability to effectively supervise difficult people with different backgrounds and provide counseling and motivation to support change.

Skills

• Basic knowledge of concepts and principles of human behavior and adjustment problems in adult offenders.
• Basic knowledge of concepts and principles of social and correctional care and group work.
• Basic knowledge of criminal laws and the criminal justice system.
• Skill in effectively investigating the background of adults on supervision.
• Skill in communicating effectively, both orally and in writing, to adults on supervision and the courts.
• Skill in making recommendations regarding disposition of misdemeanor and felony cases.
• Skill in supervising adults placed on probation and parole (under immediate supervision).
• Skill in providing counseling, guidance, and motivation while enforcing conditions mandated by the court and approved rehabilitation programs.
• Skill in individually assessing problems and taking appropriate courses of action to prevent potential delinquencies.
• Skill in keeping accurate and timely records.
• Skill in establishing and maintaining effective working relationships.

Schedule

This position works 40 hours during a standard workweek of Monday through Friday. Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. This position is designated as on-site/in-person.

Working Conditions

• Requires limited standing or walking in locations throughout the community (e.g., offenders' residence, place of employment, jail, work release facility, treatment programs/facilities, etc.).
• Occasional interaction with clients involves physical contact and exposure to hostile attitudes.

Pay

Annual Pay Range: $66,178.39 - $83,590.48

Hourly Pay Range: $31.816534 - $40.187732

Salary offers will be made within the posted pay range and will be based on candidate's experience (paid or unpaid) that is directly relevant to the position.
