About the role

The position involves planning, developing, implementing, managing, directing, and supervising staff and activities relating to the operation of countywide sports, aquatics, or recreation programs. It also includes maintaining various types of facilities and equipment.

Responsibilities

  • Plan and implement countywide sports, aquatics, or recreation programming;
  • Establish plans, calendars, and priorities for long-term department and division goals per master plan;
  • Coordinate operation of various programs services in a variety of sites throughout the County of El Paso;
  • Inspect facilities and programs for safety and conformance with directed standards and regulations;
  • Oversee and provide input into the care of the athletic fields, recreation sites, rental spaces, shelters, and aquatic facilities;
  • Plan or participate in planning of recreation services offered at sites to include outside partners such as Fishing Club, Boarder Adventure, First Tee, and other entities;
  • Monitor and analyze effectiveness of on-going activities at assigned areas;
  • Consult with supervisors and other staff to ascertain needs for new and improved procedures;
  • Monitor and analyze effectiveness of on-going programs;
  • Review analytical reports and make appropriate determinations and recommendations;
  • Recommend or direct action to improve service deliveries;
  • Prepare complex comprehensive documents on analysis, studies, special reports and recommendations;
  • Direct the preparation of activity reports;
  • Represent the department and provide technical support, information and guidance on sports, aquatics, or recreation programs;
  • Respond to requests for information on program policies and procedures;
  • Provide guidance on dispute resolution activities;
  • Resolve problems and recommend appropriate action;
  • Act as a liaison and coordinate with other agencies and organizations that provide services to special groups of citizens such as disabled, senior citizens and others;
  • Attend meetings and other gatherings to represent the department;
  • Identify and resolve problems;
  • Inventories, and prepare specifications for the purchase of supplies and equipment;
  • Monitor and oversee ticket sales and cash receipts, registration forms, bracelets, and other;
  • Supervise department employees, including assigning and reviewing work, work schedules, leave requests, training, setting goals, coaching, and conducting performance evaluations, and making recommendations on hiring, terminating, and disciplining personnel;
  • Motivate, coach, and work with employees to correct deficiencies;
  • Plan, direct, and coordinate through subordinate-level staff, the department work plan;
  • Aid in the management of the career development and performance of staff assigned, to include training;
  • Aid in the presentation and justification of annual budget requests;
  • Monitor and reconcile assigned budgets;
  • Monitor departmental purchasing processes to ensure compliance with County policies and procedures and determine most efficient utilization of financial resources;
  • Demonstrate leadership and ability to deliver efficiency and quality at the highest of standards;
  • Substitute, if assigned, for immediate supervisor or coworkers during temporary absences by performing delegated duties sufficient to maintain continuity of normal operations;
  • Stay abreast of new trends and innovations in the field;
  • Create a high quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety related training and skills.

Requirements

  • Bachelor’s Degree in recreation management, physical education from an accredited college or university or a closely related field, and six (6) years of professional recreation experience, including two (2) years of experience in supervision.
  • Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Qualifications

  • Knowledge of: Sports, aquatics, or recreation programming, and site management principles and practices; aquatic facilities, athletic fields and turfs, recreation center gyms and equipment, fitness equipment to include equipment maintenance methods and techniques; budget development and management; developing and implementing a variety of sports, aquatics, or recreation programs for a wide variety of interest group; modern principles and practices of program development and administration; online marketing tools such as Facebook events, Event Bright, to promote attendance of programs; network and computer hardware, standard software applications; English usage, grammar, punctuation and spelling; techniques for effective interpersonal communications; modern office procedures, methods and computer equipment to include Windows and Microsoft based products.
  • Skills/Abilities to: learn policies and procedures of the work; communicate effectively verbally and in writing; demonstrate flexibility, adaptability to learn quickly in various technical and creative environments; work under pressure of deadlines, frequent interruptions, and contentious situations; work without direct supervision; exercise initiative and sound judgment; communicate effectively both orally and in writing; be dependable and self-motivated; to deal with the public courteously and effectively; and establish and maintain cooperative and effective relationships with those contacted during the course of work.
