Paralegal - Compliance & Revenue Division

Position Overview: The Harris County Attorney's Office (HCAO) is hiring a paralegal to join our Compliance & Revenue Division, which specializes in lawsuits for debt collection and enforcement of laws that protect the interest of Harris County. Under the supervision of the Division Director, the paralegal will perform delegated and supervised substantive legal work requiring an understanding of legal principles and procedures. The paralegal in this role is responsible for ensuring the smooth and timely preparation of cases from inception through trial. The selected candidate may be eligible to participate in the HCAO telework program.

Responsibilities

• Manage a high-volume caseload.
• Handle a high call volume with the public.
• Communicate and meet with the public, clients, and defendants, including resolving issues within attorneys' parameters.
• Keep accurate notes in the database for each case.
• Maintain knowledge of procedures to open, close, and update files using the case management database (Compliance Database) and run reports.
• Analyze, organize, and track case files to ensure all case history and activity are available to the attorney in paper or electronic form.
• Electronically and manually maintain and update case files as assigned.
• Draft, file, and/or mail demand letters, installment and Rule 11 agreements, pleadings, discovery, and motions.
• Abstract judgments and send Writs of Execution to Constables for service.
• Attend hearings and trials.
• Properly calendar hearings, docket control orders, and case management for trials.
• Regularly communicate with attorneys and other staff members.
• Acquire familiarity with commonly used legal terms.
• Perform other duties as assigned.

Requirements

Applicants should provide a cover letter and resume with three (3) professional references.

• An Associate Degree or higher in Paralegal Studies or a closely similar field OR a Paralegal certificate OR a minimum of five (5) years of experience as a paralegal.

Skills

• Excellent research, writing, and customer service skills.
• Strong interpersonal communication skills and ability to work collaboratively in a group.
• Proficiency with technology and legal tools such as Windows, Microsoft Office Suite, Adobe Acrobat Software, JIMS, TLO, and DEEDS.
• Knowledge of the Texas Tax Code, Texas and Federal Rules of Civil Procedure, and Texas Rules of Professional Conduct.
• Ability to perform thorough legal and factual analyses and exercise good judgment.
• Ability to organize and prioritize assignments to meet deadlines.
• Ability to comply with office training requirements.

About the Harris County Attorney’s Office (HCAO)

Located in downtown Houston, HCAO serves as the chief civil law office for Harris County, Texas’s largest county. The office represents Harris County government, the Harris County Flood Control District, the Harris County Toll Road Authority, and multiple emergency network agencies in civil legal matters. The office also provides legal advice and counsel to County elected officials, appointed officials, departments, and employees.

About County Attorney Abbie Kamin

Harris County Commissioners Court appointed Abbie Kamin to serve as County Attorney. She took office on June 15, 2026. Kamin is a native Houstonian, attorney, and public servant who has represented District C on Houston City Council since 2020. Prior to her service on City Council, she practiced law with a focus on general civil litigation and civil rights litigation, including work involving voting rights and Title IX matters. She also served as Associate Regional Director for the Anti-Defamation League’s Southwest Region and previously worked in the Texas Legislature. She earned her J.D., cum laude, from American University Washington College of Law and her B.A., cum laude, from Tulane University. County Attorney Kamin leads the office with a focus on effective legal representation, sound public administration, professionalism, and service to Harris County residents.

Schedule

This is a full-time position. Days and hours of work are typically Monday through Friday, 8:00 AM to 5:00 PM, with occasional weekends and holidays as necessary. Hours may vary based on the business needs of the HCAO.

This job typically operates in a professional office environment, using standard office equipment such as computers, printers, scanners/copiers, and phones.

Physical and Mental Demands

This is largely a sedentary role that requires standing or sitting for prolonged periods, exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. The role involves repetitive motions requiring dexterity, such as keyboarding, and may include the wrists, hands, and/or fingers. Additional demands include communicating with others to exchange concepts and information, problem-solving, decision-making, organization, reading/writing, and managing workplace stressors such as adversarial interactions.

Total compensation includes attractive paid leave programs, health benefits, and retirement plans. The position is eligible for the accrual of compensatory time off for hours worked over 40 in a workweek, consistent with Harris County personnel policies and procedures.
