P&OE Operations Manager
About the role
The New York City Housing Authority (NYCHA) is the nation’s oldest and largest public housing authority with more than 177,000 apartments and a citywide Section 8 leased housing program serving over 150,000 additional tenants. NYCHA’s Asset & Capital Management (A&CM) Division leads capital, sustainability and resiliency programs comprising a $6 billion capital projects portfolio and a range of activities related to property modernization and strategic asset management. The Division preserves and modernizes NYCHA buildings through strategic portfolio planning, design standards, financing models, resident partnerships and effective program management, while piloting sustainable and resilient technologies to improve residents’ quality of life and building performance.
The P&OE Operations Manager will provide strategic support to the Head of Project Operations & Excellence (P&OE) in executing departmental priorities and advancing operational excellence initiatives across A&CM. The role drives organizational effectiveness, project delivery improvement, project controls governance, PMIS strategy, business process transformation and performance management initiatives.
Responsibilities
- Assist the Head of P&OE in developing and executing a cohesive strategy to enhance Project Controls, PMIS/e-Builder, Business Process Improvement, Performance Reporting and Operational Excellence functions.
- Lead and coordinate strategic initiatives to improve project delivery, data utilization, technology integration, process standardization and service delivery across A&CM.
- Support development and implementation of project controls frameworks, PMIS governance, performance management programs and business process improvement initiatives.
- Serve as a liaison between P&OE and A&CM business units, facilitating cross-functional coordination and resolving operational challenges impacting capital project delivery.
- Lead special projects and strategic initiatives on behalf of the Head of P&OE, including organizational improvement efforts, executive reporting initiatives and implementation of new business practices and technologies.
- Analyze portfolio performance, operational data and organizational metrics to support executive decision-making and identify opportunities for continuous improvement.
- Prepare executive-level reports, presentations, recommendations and briefing materials for senior leadership and key stakeholders.
- Represent the Head of P&OE in meetings, working groups and strategic initiatives as assigned.
Due to the existence of a civil service list, candidates must have permanent civil service status in the title of Administrative Project Manager to be considered. This position is also open to qualified persons with a disability who are eligible for the 55-a Program.
Requirements
- A baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration or public administration, and five years of full-time satisfactory experience in planning, administering or expediting engineering design and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
- A four-year high school diploma or its educational equivalent and nine years of experience as described above, two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
- Education and/or experience equivalent to the above.
An accredited Master’s degree in one of the listed disciplines, a law degree, or a valid New York State license as a Professional Engineer, Registered Architect or Landscape Architect may be substituted for one year of the required experience, provided that all candidates have the two years of administrative, managerial, executive or supervisory experience.

Pay
$110,000.00 – $125,000.00
