Owner's Representative – Construction Manager

About the Role

The intent of this contract is to expand the VA’s capabilities for contract management oversight of projects and project support services. The required support shall be needed to meet the Electronic Health Record Modernization (EHRM) infrastructure upgrades across the Corporal Michael J. Crescenz Veterans Affairs Medical Center (CMC VAMC) located at 3900 Woodland Avenue, Philadelphia, PA 19104.

Responsibilities

• Provide professional and technical consultative assistance related to operations, renovation, and new construction programs supporting EHRM.
• Assist the Contracting Officer and the Contracting Officer’s Representative in project management, project engineering, planning, scheduling, design reviews, code compliance, testing, record keeping, quality control, quality assurance, cost control, and general oversight of EHRM design and construction projects.
• Monitor construction for Quality Assurance and identify incongruities and deficiencies in the contractor’s work relative to construction documents.
• Conduct or attend weekly or bi-weekly progress meetings to review project status, schedules, and construction contractor payment requirements.
• Assist in issue resolution by maintaining thorough records of occurrences, contracts, and construction-related matters.
• Monitor the services of an independent testing agency/laboratory for quality control testing and inspection services.
• Perform additional construction-related services, including maintaining project plans, inspections, identifying non-conforming work, monitoring financial data, administering change orders, submittal reviews, and closeout submittals.

Qualifications

• Minimum of three (3) years of construction field experience accomplishing similar CM tasks.
• Technical degree in Construction Management, Engineering, or related field preferred (not required with applicable experience).
• Completion of 3-hour OSHA Safety Training Class within 60 days of Notice to Proceed (NTP).
• Working knowledge of construction practices, including Quality Assurance, Safety, Time, Cost, Change, and Information Management.
• Experience monitoring construction for Quality Assurance and identifying deficiencies in contractor work.
• Ability to understand baseline schedules and determine the value of acceptable work in place.
• Must present three projects of similar scale and difficulty where a similar position was held.
• Proficiency in communication, language, and software skills, including the use of construction industry software.

Preferred Qualifications

• Experience as a Construction Manager/Administrator managing VA projects.
• Experience as a Construction Manager/Administrator managing medical projects.

Pay

$80,000 - $110,000/yr plus benefits
