Outreach and Education Coordinator (PA2)

Central Oregon Marketplace Outreach and Education Coordinator – External. Limited duration: 12 months. Internal rotational opportunity with prior manager approval.

About the role

The Marketplace Outreach and Education Coordinator uses comprehensive insurance knowledge to analyze and resolve issues for individual members of the insurance-buying public, providing education and information to help them protect their rights. This position gathers facts, assesses problems, and proposes resolutions. The coordinator works within an assigned region to identify gaps in underserved populations experiencing health inequities, collaborating with community engagement efforts and organizations to ensure systemically marginalized communities receive quality information about health coverage options.

This role supports outreach and education in Crook, Deschutes, Grant, Harney, Jefferson, Lake, Malheur, and Wheeler counties. The central worksite is Salem, though an alternate worksite may be used if residing in one of the preferred counties. After initial training and when not conducting field outreach, the majority of work may be performed remotely. Preference may be given to candidates residing in Crook, Deschutes, Grant, Harney, Jefferson, Lake, Malheur, or Wheeler counties.

Responsibilities

• Analyze and resolve insurance-related issues for individuals, providing education to enable informed decision-making about health coverage.
• Identify gaps in underserved populations experiencing health inequities within the assigned region.
• Conduct outreach in collaboration with community engagement efforts and organizations to ensure marginalized communities receive quality health coverage information.
• Provide training and support to Community Partners and Agents statewide assisting with outreach and enrollment into insurance programs, including Grantees, Agents, Application Assisters, volunteer organizations, medical providers, and other stakeholders.
• Travel within the region and use state vehicles as required.

Requirements

• A Bachelor’s Degree in Business or Public Administration, Behavioral or Social Sciences, or a related field demonstrating relevant knowledge and skills; and two years of experience coordinating or administering a program.
• Any combination of experience or education equivalent to five years supporting the knowledge and skill requirements for the classification.
• A valid driver’s license and satisfactory driving record, as travel and use of state vehicles are required.
• Must reside in Oregon, as outreach, training, and support are provided in Central Oregon.

Desired Attributes

• Extensive knowledge of insurance laws, regulations, products, and policies, including Oregon Health Insurance Marketplace programs and requirements.
• Proven experience developing and delivering training, presentations, and community outreach to diverse audiences.
• Demonstrated ability to communicate complex insurance information clearly and adapt strategies for diverse audiences.
• Skill in applying tact, diplomacy, sound judgment, and impartiality in high-stress or sensitive situations.
• Strong background in insurance principles and technical concepts, with the ability to apply knowledge to complex situations.
• Proven capability in analyzing problems, evaluating options, and developing practical solutions.
• Track record of developing, recommending, implementing, and evaluating effective plans, including monitoring progress and adjusting strategies.
• Collaboration skills and experience building productive relationships with internal partners, external stakeholders, and diverse populations.

Pay

$5,458 – $8,352 per month. The salary listed is the non-PERS qualifying range; if the successful candidate is PERS-qualifying, the range will reflect an additional 6.95%.
