Position Summary

Life Cycle Engineering has a contingent opening for a Team Lead for the Organic Repair Capability Assessment (ORCA) Team, supporting services for the Commander Naval Surface Force, U.S. Pacific Fleet (CNSP) Readiness Assistance Training Team (RATT).

About the Role

The ORCA Team Lead is responsible for all Organic Repair Capability Assessment operations. This position leads the ORCA team through three- to four-day structured assessments of shipboard workshop capability, Industrial Plant Equipment inventory and configuration, critical NEC fill rates, and self-sufficiency for sustained operations at sea.

Responsibilities

  • Lead the ORCA team through all phases of three- to four-day workshop and IPE assessments.
  • Build the pre-visit workshop assessment matrix for each hull; sequence the assessment to prioritize workshops with the longest gap since last assessment and the most open training gap items.
  • Conduct and supervise Industrial Plant Equipment assessments covering all workshops, machine shop, and repair division spaces.
  • Score each workshop on the ORCA Workshop Functionality Score Sheet (0-100 composite); flag workshops below 70 for mandatory ORCA Material Deficiency Report entry and TYCOM advisory.
  • Allocate and oversee completion of up to 20 Root Cause Analysis instances per contract year, prioritized per TYCOM's top-15 problem list; coordinate optional east coast instances with CNSP N43 and applicable SURFLANT staff.
  • Audit shipboard IPE against configuration data records; assist ships in preparing CKs for equipment not reflected in configuration data.
  • Identify prerequisite Navy training gaps (JQR, PQS, A-school, C-school) relative to IPE use and maintenance; maintain and update the Training/IPE Matrix Report.
  • Establish and maintain the ORCA data delivery methodology with NSWC Corona; report data delivery status in the ORCA Material Deficiency Report monthly.
  • Generate ORCA AWRs for all material discrepancies not corrected during the visit.
  • Complete all post-trip ORCA deliverables within five working days: ORCA Material Deficiency Report, ORCA Final Visit Report, Training Summary Report, ORCA AWRs; deliver IPE RCA Reports within 20 working days.
  • Compile and deliver the quarterly Root Cause Distribution Pareto analysis to the PM for CNSP N43 reporting.
  • Participate in annual STANCO; lead ORCA workshop assessment methodology, RCA taxonomy, and IPE curriculum agenda items.

Requirements

  • Minimum fifteen (15) years of supervisory experience in analyses, information system operations, and implementation of technical projects.
  • Maintenance and training staff experience at ISIC, TYCOM, or Afloat Training Group level.
  • In-depth knowledge of Navy ship depot-level maintenance processes.
  • In-depth knowledge of the theory and workings of surface ship maintenance processes.
  • Undergraduate or associate's degree, or seven (7) years demonstrated experience in a management role.

Qualifications

  • Twenty-five (25) or more years of surface ship engineering and maintenance assessment experience.
  • Prior ORCA, ERAT, or equivalent workshop/IPE assessment experience across multiple hull types.
  • Direct experience with NSWC Corona's ORCA dashboard or equivalent government data management systems.
  • Familiarity with '5 Whys' and structured Root Cause Analysis methodology for industrial plant equipment failures.
  • Experience with configuration data management (CK preparation, configuration audit processes) for multiple ship classes.

Skills

  • Deep knowledge of shipboard repair infrastructure across all ten supported hull classes.
  • Management maturity to sequence complex four-day assessments that minimize impact on the ship's operational schedule.
