Oracle APEX Developer

About the role

Oracle APEX Developer working as part of the Virginia Department of Health, Office of Information Management (OIM) team to plan, coordinate, develop, and implement data modernization of vital statistics and vital records projects. The role supports the Virginia Vital Events and Screening Tracking System (VVESTS), an Oracle Application Express (APEX) application that manages birth, death, and screening registries and integrates with state and federal partners.

Responsibilities

• Create new Oracle APEX pages and application components
• Strengthen security controls
• Improve user experience through modern UI capabilities
• Ensure long‑term sustainability of the VVESTS platform
• Maintain strict security standards, improve system performance, and ensure ongoing compliance with HIPAA regulations
• Implement enhancements that support data modernization of vital records and vital statistics projects

Skills

• Oracle 11g/18c/19c database – 5 years required
• Strong SQL and PL/SQL experience – 5 years required
• JavaScript OR jQuery – 5 years required
• Oracle APEX – 5 years required
• Oracle PL/SQL web toolkit – 1 year desired
• RESTful and SOAP web services – 1 year desired
