Position Summary

The Operator Qualification Evaluator provides personnel with an objective and consistent process of verifying the knowledge, skills and abilities of covered tasks as it relates to Operator Qualification (OQ) plans. The Evaluator is responsible for delivering and administering a comprehensive operator qualification program that ensures workforce competency, regulatory compliance, and operational excellence. This role evaluates training effectiveness, conducts training needs analyses, and partners with Operations, Management, and the Training team to design, schedule, and execute qualification activities with minimal operational impact. The Evaluator independently administers and proctors operator evaluations, assesses employee performance, documents results, and recommends continuous improvements to processes and plans.

Duties & Responsibilities

  • Assess employee knowledge, skills, and abilities in accordance with established criteria, determining pass or fail outcomes for qualification evaluations.
  • Maintain an objective and consistent process when proctoring digital OQ exams and administering OQ performance evaluations as required by the program.
  • Cook with outside departments to conduct both initial OQs and subsequent requalification of company employees in an efficient manner that minimizes personnel time away from primary job duties.
  • Maintain records, reporting evaluation results to internal stakeholders.
  • Analyze metrics, recommending process improvements as appropriate, including sharing new ideas for tools, processes, and procedures.
  • Maintain all equipment in the operator qualification lab, ensuring appropriate stock of evaluation materials.

Supervisory Responsibilities

The team member in this role will:

  • Serve as an Individual Contributor without supervisory responsibilities
  • Support and contribute towards team goals and objectives.

Required Skills & Abilities

  • Ability to evaluate personnel competency in an impartial manner by physical demonstrations, simulations, and on-the-job-observations
  • Ability to objectively analyze evaluation results, identifying patterns, risks, and systematic skill gaps.
  • Clear verbal and written communication skills with the ability to explain outcomes and decisions confidently and professionally
  • Ability to remain professional, calm, and confident under pressure, exercising sound judgement and maintaining confidentiality as appropriate
  • Ability to prioritize workflow and work independently with minimal supervision
  • Strong organization and time management skills with high attention to detail
  • Advocate a strong safety culture with an ability to recognize and resolve unsafe conditions, focusing on continuous improvement
  • Digital literacy and knowledge of Microsoft Office products
  • Strong understanding of the technical skills required to perform pipeline construction covered tasks.
  • Ability to understand Abnormal Operating Conditions (AOCs) and assess the ability of personnel to appropriately recognize and react to AOCs.
  • Mechanically inclined with the ability to operate small hand and power tools
  • Fundamental knowledge of people management techniques with an understanding of adult learning principles, preferred
  • Familiar with OQ systems and databases, and training records systems, preferred
  • Working knowledge of Industrial Training Services (ITS Onboard), preferred
  • Working Knowledge of DOT CFR Part 192 Subpart N including applicable regulations, standards, and governing bodies (e.g. OSHA, DOT, PHMSA, etc.), as applied to OQ, preferred

Education & Work Experience

  • High school diploma or equivalent required
  • At least one (1) year of experience working with natural gas pipelines and related utility facilities required.
  • Must possess or obtain within three (3) months of hire, and maintain, a class D driver’s license with medical certificate.
  • Three (3) years of experience working with natural gas pipelines and related utility facilities, preferred.
  • Previous OQ evaluator or instructor experience preferred

Physical Requirements

  • Ability to work in lab, field and operational environments, including gas facilities and active construction sites.
  • Ability to stand, walk, bend, kneel, climb, and work at varying elevations for extended periods.
  • Ability to lift and carry equipment weighing up to 25 pounds.
  • Ability to visually observe work activities, read instruments, procedures, and electronic devices.
  • Ability to communicate clearly in field and classroom settings.
  • Ability to travel between work locations and operate a motor vehicle using appropriate safe driving methods.
  • Ability to work outdoors in varied weather and environmental conditions.
  • Ability to maintain situational awareness in active operational areas while wearing required PPE.

Work Context

  • Travel for work-related purposes is expected up to 50%, which includes some overnight visits to locations as necessary to achieve OQ objectives.
  • This is a full-time exempt salaried position.
