About the role
Pinellas County Utilities seeks an experienced and forward-thinking leader to oversee the critical support functions that enable the success of the Maintenance Division. This role serves as a key partner to division leadership, ensuring maintenance operations are supported through effective coordination, strategic resource planning, technology utilization, workforce development, and continuous process improvement.
Responsibilities
- Lead and manage the daily operations of Utilities Dispatchers, Work Planning Coordinators, Training Coordinators, Reporting staff, CityWorks administration, and Utility Line Locators.
- Ensure timely dispatch of repair and maintenance crews and effective coordination of work activities from initiation through completion.
- Oversee work planning functions, including job prioritization, scheduling, resource allocation, and coordination of operational activities.
- Direct the development and administration of divisional training programs, including tracking, compliance, and workforce readiness initiatives.
- Manage operational reporting and analytics by transforming data into actionable insights that support informed decision-making and performance improvement.
- Oversee first-line support and administration of the division's work management systems and related operational technologies.
- Ensure compliance with state and local line locating regulations and promote safe excavation practices.
- Develop, implement, and refine operational procedures and workflows to improve efficiency, consistency, and regulatory compliance.
- Establish performance expectations, monitor service metrics, and support employee development through coaching, mentoring, and performance management.
- Aid in budget development, resource planning, staffing strategies, and operational forecasting.
- Serve as a liaison between Maintenance Operations, Engineering, Customer Service, and other County departments.
- Prepare operational reports, performance analyses, and recommendations for division leadership.
- Participate in emergency response operations during severe weather events, service interruptions, and other critical incidents requiring extended or irregular hours.
Requirements
- Experience: Progressively responsible experience in utilities operations, maintenance coordination, dispatch operations, or related administrative management, including supervisory experience.
- Education: Bachelor's degree in Business Administration, Public Administration, Engineering Technology, Construction Management, or a related field, or an equivalent combination of education, training, and experience.
- Years of Experience: 8+ years of experience as described above; or Associate's degree and 6+ years of experience as described above; or Bachelor's degree and 4+ years of experience as described above; or Master's degree and 2+ years of experience as described above; or Doctoral degree and some experience as described above.
- Desirable: Experience in water, wastewater, or public utility operations; supervisory experience in dispatch, work planning, maintenance support, or field operations coordination; experience with CityWorks or similar work management systems; knowledge of GIS applications and asset management systems; experience developing operational performance metrics, dashboards, and reporting programs; experience leading process improvement and operational efficiency initiatives.
Qualifications
- Highly desirable: Experience in water, wastewater, or public utility operations.
- Supervisory experience in dispatch, work planning, maintenance support, or field operations coordination.
- Experience with CityWorks or similar work management systems.
- Knowledge of GIS applications and asset management systems.
