About the role
The Operations Specialist plays a crucial role in developing facility operations manuals and supporting various aspects of water, wastewater, and storm water infrastructure. This includes reviewing contract documents, conducting evaluations, and assisting with design and construction projects.
Responsibilities
- Develop facility operations manuals in both hard copy and electronic formats.
- Review contract documents to ensure they meet design intent.
- Support water, wastewater, and storm water infrastructure evaluations, condition assessments, process optimization, new facility design reviews, construction management assistance, commissioning, and O&M personnel training.
- Perform operability reviews of preliminary designs to address criteria like working space, equipment placement, worker safety, and maintenance access.
- Work with process, electrical, and instrumentation engineers to evaluate reliability, redundancy, ease of operation, and life cycle costs of process and equipment alternatives.
- Aid in the development of infrastructure renewal plans and provide technical expertise in the condition assessment of critical assets.
- Develop and write process control strategies for efficient operation of treatment plants, lift stations, reclaimed water systems, and booster pump stations.
- Coordinate manufacturer’s field services during construction, including equipment training and startup.
- Review and approve equipment O&M manuals and assist with component and system testing and commissioning.
- Prepare startup plans, Division 01 Specifications, schedules, and procedures and document results in a construction management environment.
- Assist plant staff with post-startup warranty resolution and process optimization.
- Develop and provide operator training and evaluate maintenance and operational work practices to enhance core utility functions.
- Evaluate water and wastewater utility regulatory requirements and develop mitigation plans or O&M procedures to improve regulatory compliance.
- Participate in strategic marketing pursuits and facilitate lessons learned for project delivery, processes, trends, successes, strengths, and weaknesses.
- Engage in professional organizations related to water, wastewater, and storm water lines of service at local and regional levels.
- Perform other duties as needed.
Qualifications
- Excellent writing ability.
- Associate's degree in a professional, engineering, or related field.
- Minimum of five (5) years of experience in water/wastewater field.
- General knowledge of process control, automation, instrumentation, laboratory fundamentals, industrial safety, and reliability-centered maintenance principles and developing control strategies.
- Ability to interpret engineering plans, specifications, and other contract documents.
- Knowledge of the engineering, chemistry, and microbiology of water and wastewater treatment unit processes.
- Ability to work with a diverse community of designers, contractors, operators, and manufacturers.
- Working knowledge of Microsoft Office products.
- Familiarity with web-based applications such as Concrete CMS and SharePoint.
- Familiarity with computerized maintenance management software and asset management philosophies and applications.
- Familiarity with web-based programming languages such as HTML.
- Minimum of 2 years of relevant experience in plant operations.
Preferred Qualifications
- Certification as a water or wastewater treatment plant operator.
- Bachelor's degree in a professional, engineering, or related field.
- Valid drivers license.
- Certification in both water and wastewater.
