Operations Manager - Quincy

About the role

The Operations Manager is responsible for managing on-going State partner operations and administration at the Career Center. The incumbent is responsible for day-to-day staffing, hiring, scheduling, service/program delivery, and employee relations. Also included is facilities management, equipment assessment and utilization plans and building security. The Operations Manager ensures the delivery of timely, high-quality services from all workforce development programs to all OSCC customers. The incumbent in this position is responsible for customer flow through the Center and supports performance management to attain Center goals and objectives while working with Center partners.

Responsibilities

• Manage on-going State partner operations and administration at the Career Center
• Oversee day-to-day staffing, hiring, scheduling, service/program delivery, and employee relations
• Handle facilities management, equipment assessment and utilization plans, and building security
• Ensure delivery of timely, high-quality services from all workforce development programs to all OSCC customers
• Manage customer flow through the Center
• Support performance management to attain Center goals and objectives while working with Center partners
• Understand all applicable statutes, regulations and federal/state policies affecting assigned OSCC programming (e.g. Wagner-Peyser, WIA/WIOA, Trade Adjustment Assistance, Work Opportunity Tax Credit, etc.)
• Ensure all OSCC activities managed are compliant with applicable laws, regulations and policies
• Assist staff to achieve a clear understanding of policies and programs and ensure local policies are compliant and provide the highest level of benefit to customers
• Handle data collection, organization and dissemination about assigned OSCC activities and outcomes, and as needed for special populations related to labor market demand and/or specific funding sources or grants solicitations
• Manage all DCS staff assigned to the Center
• Monitor program operations and service delivery for compliance with state and federal regulations, DCS Field Management and Oversight teams
• Assist in the hiring/promotion/staffing of personnel in the Center
• Manage staffing/budget allocations
• Evaluate staff, provide training and professional development, and initiate corrective/disciplinary action where appropriate
• Monitor training needs, the provision of technical assistance, and equipment utilization plans and analysis for an assigned Center
• Deliver information, either prepared or impromptu, to varied audiences (the public, federal, state or local agencies, elected officials, etc.) as a public speaker

Qualifications

Applicants must have at least (A) four (4) years of full-time or equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.

Substitutions:

• A certificate in a relevant or related field may be substituted for one (1) year of the required experience
• An Associate's degree in a related field may be substituted for one (1) year of the required experience
• A Bachelor's degree in a related field may be substituted for two (2) years of the required experience
• A Graduate degree in a related field may be substituted for three (3) years of the required experience
• A Doctorate degree in a related field may be substituted for the required experience

Pay

Salary $79,545.41
