About the role

The Tessera Robins AFB Operations Manager leads a diverse workforce of technicians and professionals engaged in a variety of Vehicle Maintenance activities, Supply Part purchasing and tracking and logistical support activities that directly support the Robins AFB mission.

Responsibilities

  • Leads the site team, including subcontractors, to deliver outstanding customer results both functionally and contractually.
  • Conduct overall management coordination and be the central point of contact (POC) with the customer for performance of all work under the contract.
  • Leverage full team including frontline supervisors, shop leads, QC, subcontractors and site leadership to maintain performance excellence and solve tough problems as a team in partnership with the customer.
  • Pulses customer stakeholders for improvement input and understands customer's needs, culture and mission.
  • Actively partners with Tessera's recruiters, vocational specialists, HR Partners, and Workforce Development teams to attract, retain, and develop a diverse employee workforce.
  • Drives a world-class safety management system and safety culture through leadership engagement, safety risk management, safety assurance and safety training and promotion.
  • Model positive safety leadership behaviors.
  • Builds morale, provides feedback, and resolves conflicts among employees.
  • Mentors, motivates, and inspires the leadership team, functional teams, and employees to operate with a "can do, will do" attitude.
  • Improves technician and support staff knowledge, skills and abilities through targeted recruiting, formal and on-the-job training, coaching, and performance feedback along all aspects of the employee life cycle.
  • Supports staff in utilizing Tessera's tuition assistance program for skills training and certification programs.
  • Possesses strategic vision for the site, the contract and meeting the future needs of the customer.
  • Able to convert this strategy into action through disciplined planning and project management.
  • Focused on continual process improvement, "balanced excellence" of site performance metrics, and combatting operational complacency.
  • Manages project objectives, procedures, and performance standards within boundaries of company policy and contract Performance Work Statement (PWS).
  • Coordinates work schedules, day-to-day tasking and operational guidance to ensure the mission is accomplished on time, within budget, and according to established quality, security, safety and environmental standards.
  • Facilitates, manages, and supports all internal and external reporting requirements.
  • Facilitates problem resolution through timely improvements and good working relationships.
  • Controls and tracks property including materials, equipment, and supplies used for this contract.
  • Travels to Home Office conferences, flagship sites, and outlying contract sites as needed.
  • Ensures professionalism in both appearance and demeanor throughout the Tessera workforce.
  • Develops yearly budget requirements based on an assessment of contract requirements.
  • Determines capital and expense requirements, establishes cash flow requirements, and determines P&L input for planning cycles.

  • Develops a culture of innovation, collaboration, and informed risk taking.

Qualifications

  • Bachelor’s degree in logistics, project management, business management or related required.
  • At least 8 years of vehicle maintenance repair activities, transition support activities, supply part parching and tracking, and logistical support activities required.
  • Staff leadership and management experience, including employee relations, employee development, supporting technical training and strong customer relations.
  • Leading and/or managing successfully safety systems and positive safety cultures.
  • Experience in union environments and Collective Bargaining Agreements.
  • Experience in Federal or DoD contract management.
  • Good working knowledge of project management principles but more importantly experience in managing risks, tracking and following up on multiple issues, developing and implementing program and project plans and the ability to successfully operate and navigate the tasks associated with complex contracts.

Requirements

  • A valid state driver’s license is required with the ability to obtain and maintain coverage by Tessera’s insurance.
  • To be eligible for a federal military installation, a REAL ID-compliant driver’s license or an acceptable alternative, such as a U.S. passport or military ID, is required.
  • Must be able to perform the following physical demands for extended periods of time with or without assistance: lift and/or move up to 50 pounds, reach, kneel, walk, stand, and use repetitive motion for several hours at a time based on position duties, stand for several hours at a time, climb in and out of a vehicle, and up and down stairs.
  • Must have the ability to work effectively under pressure for extended periods of time.
  • Must be able to obtain and maintain applicable security clearances and installation access.
