About the role
The Operations Manager will lead enterprise-wide operational initiatives, project management efforts, vendor oversight, governance processes, operational reporting, and business process improvements. This role partners closely with executive leadership to ensure projects, systems, and resources align with Aspiranet's long-term goals and mission.
Responsibilities
- Lead and manage enterprise-wide operational and infrastructure projects from planning through implementation.
- Evaluate organizational priorities, risks, resource needs, and competing demands to develop effective project strategies.
- Establish project objectives, timelines, and implementation plans that support organizational goals.
- Identify operational challenges and recommend process improvements, technology enhancements, and efficiency initiatives.
- Monitor project performance and proactively address barriers, delays, and operational risks.
- Oversee the agency's vendor management framework, including vendor selection, onboarding, evaluation, and contract renewal processes.
- Evaluate vendor performance, service quality, pricing structures, and operational value.
- Identify opportunities for cost savings, vendor consolidation, and improved service delivery.
- Monitor vendor spending and contract compliance through reporting, dashboards, and trend analysis.
- Provide leadership with recommendations regarding vendor strategy, risk management, and purchasing decisions.
- Serve as a primary liaison between Operations, Information Technology, Finance, Human Resources, Compliance, and program leadership.
- Collaborate with Information Management teams to improve content organization and adoption of governance standards.
- Maintain oversight of operational records, contracts, policies, and agency documentation.
- Develop and maintain dashboards, KPIs, and reporting tools that support operational decision-making.
- Deliver regular operational updates and performance reports to executive leadership.
- Improve data quality, reporting consistency, and visibility across organizational initiatives.
- Implement systems that track project progress, operational performance, and organizational risks.
Qualifications
- Bachelor's degree in Business Administration, Operations Management, Public Administration, or a related field preferred.
- Equivalent professional experience may be considered in lieu of a degree.
- 3–5 years of experience in operations management, project management, business administration, or cross-functional leadership.
- Demonstrated experience with vendor management, procurement processes, and contract oversight.
- Experience developing reports, dashboards, KPIs, and operational performance metrics.
- Familiarity with SharePoint, Microsoft 365, records management, and governance practices.
- Strong analytical, organizational, and problem-solving skills.
- Excellent verbal and written communication skills.
- Proven ability to collaborate effectively across departments and leadership levels.
- Project Management certification (PMP, CAPM, or equivalent) preferred.
- Advanced proficiency with Microsoft Office Suite, Teams, SharePoint, and presentation software.
- Must meet Community Care Licensing requirements, including fingerprint and Child Abuse Index clearance, valid California Driver's License, insurance, acceptable driving record, and access to a reliable vehicle.
