About the role

STO is one of the largest facility operations divisions at LANL and oversees 2.2 million square feet of facilities where low and moderate hazard scientific work is performed. The Technical Areas (TA) covered include a large portion of TA-03 and TA's 43, 59, 48, 33, 35, 46, 36, 57, 66 and 49. For these areas, the Operations Manager 3 manages all maintenance, construction, and operations.

Responsibilities

  • Manage the day-to-day activities of building managers, operations specialists, and operators.
  • Provide oversight of the Science and Technology Complex Operations.
  • Authorize, or defer, maintenance and construction activities based on facility status.
  • Manage and coordinate the proper response to abnormal conditions and submit reports IAW institutional guidelines.
  • Manage and coordinate the proper response to Facility Emergencies.
  • Maintain assigned facility status.
  • Lead/Support the Plan of the Week & Plan of the Day meetings.
  • Aid in the development of IWDs, RWPs and other technical documents to support programmatic and project work.
  • Cookordinate the integration of project work in the Science and Technology schedule.
  • Aid in the development and coordination of plant/system Outages to support Project Work.
  • Cookordinate facility and programmatic resources to support Project Work.
  • Provide oversight into project activities to help ensure that projects are being executed safely, securely, and compliantly.
  • Act as a primary point of contact between the STO-FOD and Programmatic and Project Personnel.
  • Provide input for budgets; review applicable segment of budgets in relation to facility objectives to ensure cost effectiveness.
  • Determine operational goals, improve technologies, and resolve problems by partnering with customers and managers.
  • Determine requirements for facility access.
  • Oversee the duty officer program to cover off-hours operation.
  • Lead and perform investigations following abnormal facility occurrences to identify and correct the cause of the event and properly report in accordance with Department of Energy (DOE) and Laboratory directives.
  • Manage direct reports and other functional areas; may manage outside vendors on an ongoing basis.
  • Act as an advisor to subordinate supervisors or staff members.
  • Work on issues of diverse scope where analysis of situation or data requires evaluation of a variety of factors.
  • Ensure proper communication to employees and other organizations on the implementation of operational management policies, procedures and practices.
  • Understand DOE O 232.1 reporting includes running fact findings, reviewing root cause analysis, and facilitating lessons learned reviews and meetings.

Requirements

  • Leadership & Communication: Demonstrated experience developing teams and individuals in a collaborative work environment. Demonstrated excellent customer service and communication skills. Excellent skills in preparation and presentation of oral and written reports. Demonstrated skill in management, supervision, human resources administration of assigned employees and subordinate supervisors or staff members.
  • Operational Acumen: Thorough knowledge of Conduct of Operations and experience in implementing sound conduct of operations principles. Thorough Knowledge of Conduct of Training, Maintenance and Engineering policies. Experience and demonstrated skill in identifying problem areas, investigating alternative solutions, and determining action to be performed on problems affecting operations management. Understanding of current business trends. Thorough knowledge of operational management including systems and/or engineering design and maintenance, configuration management, work control, facility control systems, upgrades and renovations.
  • Education/Experience: Position requires a bachelor's degree and 5 years relevant experience, or an equivalent combination of education and relevant work experience.
