On Site Construction Manager

About the role

Under direction of the Construction Management Section Lead, assists with oversight of the Construction Management Section for Green Infrastructure (GI) projects in NYC. Responsibilities include construction oversight (inspection and documentation) for GI projects built by DEP, construction audits of GI projects built by DEP partners (DDC, DOE and EDC), and enforcement of DEP sewer use regulations. The Construction Manager will oversee, inspect, and document construction progress, quality, safety, workmanship, and conformance with contract documents and applicable codes. Additional duties include procurement and management of design services during construction (DSDC) scope with engineering consultants, and coordination with other DEP Bureaus and interagency partners.

Responsibilities

• Participate in and help coordinate field inspections for capital construction contracts for on-site or Right of Way Green Infrastructure.
• Prepare and submit reports to the Section Lead relative to project schedule and cost updates.
• Participate in construction progress meetings with contractors, consultants, and other agencies.
• Provide assistance to resolve construction-related issues to maintain projects’ budget and schedule.
• Prepare cost estimates and assist in negotiations for outsourced construction management services.
• Coordinate with other agency personnel (e.g., DOE/SCA) to receive project input and document decisions.
• Perform and coordinate inspection audits to measure contractor performance during construction of green infrastructure projects implemented by other agencies.
• Enforce compliance with DEP sewer use regulations.
• Coordinate with Design Engineer regarding field-related issues.

Requirements

• A four-year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization, and five years of full-time satisfactory experience managing and/or inspecting one or more construction projects with a total cost of at least $300,000 for each of the five years; or
• One year of the above experience and a baccalaureate degree in engineering, engineering technology, architecture, architectural technology, landscape architecture, construction, construction technology, or construction management; or
• One year of the above experience and a valid license as a professional engineer, registered architect, or registered landscape architect; or
• A four-year high school diploma or its equivalent and a combination of at least two years of the required experience plus the education listed above to equal five years total.

Candidates must specify for each construction project: a description of the project, the time period worked, the type of work performed, and the money allotted for the project.

Driver License Requirement: At the time of appointment, a motor vehicle driver license valid in New York State is required and must be maintained for the duration of employment. Moving violations, license suspension, or an accident record may result in disqualification.

Preferred Skills

• Two or more years of experience managing construction and construction management contracts in public infrastructure.
• Experience managing public infrastructure projects from in-house design and outsourced engineering projects throughout the project lifecycle, including planning, design, procurement, and design services during construction.
• Experience with green infrastructure performance as stormwater management systems.
• Excellent communication and leadership skills.
