Oil and Gas Regulatory Engineer
About the role
The State of California is seeking an enthusiastic, self-directed individual to join the Oil and Gas Section. The successful candidate will work with a team to implement the "Oil and Gas Methane" regulation, supporting ongoing and future amendments, conducting technical reviews, and developing control measures or regulations.
Responsibilities
- Supporting ongoing and future amendments to the regulation
- Conducting technical review of emission control technologies and process modifications to reduce emissions
- Developing guidance documents and equipment reporting programs
- Working with local air districts and CARB's Enforcement Division to help enforce the regulation
- Providing input to the AB 32 Climate Change Scoping Plan process and CARB's efforts to meet carbon neutrality by 2045 or earlier
- Planning and overseeing technical research studies via contracts to develop technical data to support emissions analyses on various projects
- Developing databases, developing emission inventories and analytics of emissions data from oil and gas projects, and comparing different inventory methodologies
- Investigating and evaluating the technical feasibility, cost-effectiveness, environmental impacts, and socio-economic impacts of control strategies for the oil and gas sector
- Close interaction and teamwork with a broad range of internal and external scientists, engineers, economists, and policymakers, as well as industry, environmental organizations, and community groups
- Acting in a lead capacity or as part of a team
- Some travel is required
Requirements
Must have a Bachelor's degree in Environmental Engineering, Chemical Engineering, Mechanical Engineering, or a related field, and at least 3 years of relevant experience in oil and gas regulatory engineering, or an equivalent combination of education and experience.
Qualifications
Must have strong analytical and problem-solving skills, excellent communication and interpersonal skills, and the ability to work independently and as part of a team. Proficiency in Microsoft Office Suite is required.
Skills
Strong knowledge of oil and gas industry operations, regulations, and environmental compliance. Familiarity with air quality modeling and analysis tools is preferred.

Pay
$6,488.00 - $12,152.00 per year, depending on experience and qualifications.
Schedule
Hybrid schedule, with some travel required.
