Occupational Health and Safety Officer

Essential Functions

  • Leads, trains, informs, and educates all City departments and personnel on the standards and regulations of all Occupational and Safety ordinances;
  • Develops and implements strong training and educational programs to appropriately train staff on standards, protocols, and expectations;
  • Communicates and informs City departments of the City of Dallas Safety Plan.
  • Implements Occupational Health & Safety Standards (OHSAS) 9001 into departments and provides consultation services to certified departments.
  • Audits and ensures inspections are performed appropriately for all City projects, remote areas, and buildings;
  • Participates in safety inspections, provides safety and health expertise, evaluates compliance efforts, and evaluates jobs against all safety and health standards.
  • Led Injury investigations, assists in developing and implementing corrective actions to resolve EHS issues, and provides root causes and corrective action for closure.
  • Performs a wide range of administrative activities and personnel functions;
  • Drafts monthly reports and documents, tracks audits and findings, manages incident appeal boards, schedules employees, and monitors all data input and management.
  • Handles complaints, incorrect or misleading information, and broken processes;
  • Reviews departments’ internal inspection forms, trainings, and other safety related documents;
  • Identifies breakdowns and problems, ensures safety and health compliance, audits contingency and emergency preparedness plans, and maintains open communication between City departments.

Knowledge And Skills

  • Knowledge of City policies and procedures;
  • Knowledge of OSHA standards and compliance;
  • Knowledge of Construction industry and related requirements;
  • Ability to provide training and education to ensure compliance with policies and regulations;
  • Ability to multitask, prioritize, and meet deadlines and projects;
  • Ability to analyze processes and procedural standards;
  • Ability to support policies and administrative initiatives;
  • Proficient in the use of specialized monitoring and measuring equipment, such as gas analyzers and accurate meter reading;
  • Experienced in interpreting and researching Occupational Safety and Health Administration (OSHA) regulations and standards, ANSI standards, and applicable regulations that govern department operations;
  • Experienced in blueprint reading and computer proficiency;
  • Effective oral and written communication skills;
  • Computer literate and understands Microsoft Word/Excel;
  • Ability to interact with senior management, managers, and supervisors;
  • Experienced in providing safety and regulatory training;
  • Communicating effectively verbally and in writing;
  • Establishing and maintaining effective working relationships.

Experience

  • 5 years of safety application experience.

Licenses and Certifications

  • Valid Class C driver's license required.
  • Must have ability to obtain CPR Instructor Certification and Texas Education Agency Defensive Driving Instructor Certification within 1 year.

Education

  • Bachelor's degree in Occupational Health & Safety (OSH), Hazardous Materials Management, Environmental Science / Health, Industrial Hygiene, or Engineering (chemical or mechanical) field is required.
  • High school diploma or GED plus nine (9) years of the required experience will meet the education and experience requirements.
  • Associate degree in required fields specified above plus seven (7) years of the required experience will meet the education and experience requirements.
  • Bachelor’s degree or higher in a non-specified field plus seven (7) years of the required experience will meet the education and experience requirements.
  • Master’s degree or higher in a specified field plus three (3) years of the required experience will meet the education and experience requirements.
