Job Description Summary

We are seeking a dedicated Occupancy Specialist to support the operations at Channel Island Apartments, a 152-unit affordable apartment community in Oxnard, CA. This role is responsible for processing applications and recertifications for income-eligible households in accordance with HUD, LIHTC (Low-Income Housing Tax Credit), and other regulatory requirements. The Occupancy Specialist plays a key role in ensuring compliance with all housing program guidelines while also contributing to leasing, marketing efforts, and resident relations to support community stability and satisfaction.

Key Responsibilities

  • Oversees the application process for new move-ins and at each recertification within established regulatory guidelines
  • Conduct property tours for prospective tenants through apartment community, units, and common areas
  • Develop strategies to attract prospective tenants, including follow-up on leads and hosting promotional events
  • Foster a positive, active, and collaborative relationships with residents, employees, and associated agencies
  • Completes resident move ins and move outs in compliance with company procedures
  • Work closely with property manager and maintenance teams to ensure seamless living experience for residents
  • Maintain a high level of professionalism, integrity and respect when interacting with residents, team members, vendors, and community stakeholders
  • Attend and participate in professional activities, meetings, organizations, and regulatory agency meetings or inspections
  • Ensure that residents have a clean, safe, and well-maintained community
  • Perform annual or more frequent inspections of units and follow-ups

Requirements

  • 1+ years' leasing experience within the property management industry is required
  • Strong interpersonal skills with the ability to foster positive relationships with residents and collaborate effectively with team members
  • Exceptional time management and problem-solving skills
  • Ability to handle conflict resolution, complaints, and provide a high level of customer service tailored to the community demographic
  • Experience with rent collection and delinquency management
  • Ability to identify areas for improvement and offer suggestions to improve the efficiency, productivity, and profitability of the property
  • Strong verbal and written communication skills to interact with tenants, contractors, and local authorities
  • Marketing and sales skills to promote vacant lots or homes and maintain high occupancy rates
  • Proficiency in property management software (i.e., Yardi, CRM, Blue Moon, Rent Café, Vendor Café, Client Central)

What Will Make You Stand Out

  • Bilingual proficiency in English and Spanish is a requirement for the position
  • Knowledge of tax credit and section 8 programs is preferred
  • Excellent time management and organizational skills with the ability to manage time and prioritize tasks effectively
