Nurse Practitioner/Physician Assistant
The Position
Contra Costa County is seeking a highly-motivated, career-oriented attorney to fill a Deputy County Counsel position in the County Counsel’s Office. The ideal candidate will have excellent academic credentials and strong research and writing skills, as well as the ability to think and work strategically and creatively.
About the Role
The work of the County Counsel’s Office is challenging, interesting, and team-oriented. The County Counsel’s Office currently has a staff of 32 attorneys and handles a diverse, fast-paced, and high-profile workload. The position may be filled at any salary step appropriate to qualifications and experience.
Responsibilities
- Advises and defends the County and districts and their officers and employees in civil legal matters
- Confers with and advises County and district offices and employees on legal questions pertaining to their respective powers, duties, functions, programs, and potential liability exposure
- Attends conferences and meetings of boards and commissions, as requested
- Acts as legal advisor for County officers and employees
- Prepares formal opinions as to legality of actions, the interpretation of statutes and court decisions, and other legal matters
- Drafts ordinances, resolutions, regulations, and other legislative measures
- Aids County offices and employees in formulating policies and procedures
- Drafts contracts, leases, conveyances, and other legal documents
- Studies, interprets and applies laws, court decisions and other legal authorities in the preparation of cases, opinions, and trial and appellate briefs
- Formulates recommendations concerning the advisability of prosecuting, defending, compromising or dismissing civil litigation and administrative proceedings
- Provides advice, assistance and review in the County's risk management program
- Prepares pleadings and conducts condemnation, damage, and other civil actions in all State and Federal courts
- Prepares appellate briefs
- Conducts code enforcement prosecutions and proceedings
- Assembles and evaluates evidence, conducts discovery, and secures and interviews witnesses
- Represents the County and its officers and employees in administrative hearings and arbitration
- Conducts proceedings involving dependent children, termination of parental rights, guardianship, conservatorship, and probate
- Performs a wide variety of legal research
- Maintains liaison with other County departments and with professional organizations
- Keeps informed of current developments in the civil law
- Prepares correspondence and reports
Requirements
- License Required: Valid California Motor Vehicle Operator’s License
- Registration: Active membership in the California State Bar and Admission to practice before all State courts and, prior to appointment, Northern District Federal Court in California
Qualifications
Basic Level (A): One (1) year of full-time experience (or the equivalent of full-time) as an attorney in the general practice of law, or six (6) months of full-time or equivalent experience as an attorney practicing law for a public agency
Standard Level (B): Four (4) years of full-time experience (or the equivalent of full-time) as an attorney in the general practice of law
Experience in the following areas is desired but not required: handling complex business transactions including contract drafting and review; eminent domain and real property acquisitions; environmental law; land use law, including fees and assessments; property tax law; housing and redevelopment law; construction law; and labor and employment law
