About the role
This position manages the collection and evaluation of process, sampling, and measurement data for statistical monitoring and meets NNSA requirements. It involves developing and maintaining monitoring programs, sampling procedures, and control charts. The role also includes performing in-depth data analyses, managing uncertainty calculations, and providing statistical support across various NMC&A functions.
Responsibilities
- Manages the collection and evaluation of process, sampling, and measurement data for statistical monitoring and to meet measurement needs of Y-12 NMC&A and requirements of NNSA.
- Develops and maintains item and process monitoring programs, writing software to calculate material balances for new process units, modifying existing software as process changes occur, and calculating process estimates and limits.
- Provides ad hoc statistical support to item and process monitors.
- Designs and participates in sampling and holdup studies, completes periodic assessments and reporting of target values, and creates control charts to monitor laboratory control data.
- Develops and maintains software for production sample information and unanalyzed inventory.
- Develops or evaluates sampling procedures for operating areas to ensure their appropriateness for obtaining precise and accurate estimates of element and isotope quantities of SNM.
- Performs in-depth and complex data analyses and evaluations of nuclear material inventory differences (IDs), including ID explanations, ledger adjustments, and pro-rations of holdup and salvage credits.
- Calculates uncertainties associated with measurement techniques and produces limits about IDs using propagation of variance (POV) methodology.
- Manages POV tables (including those for measurement, sampling, holdup, lab procedure, and process average uncertainties), active inventory, and POV software.
- Computes limits of error on shipments and/or receipts of SNM.
- Participates in POV Board discussions, evaluating IDs, uncertainties, and limits.
- Evaluates IDs over time, researches potential causes of statistical trends, documents technical justifications, and reports trending analyses and unanalyzed material metrics to management each inventory period.
- Provides programming and statistical support for various positions within NMC&A and the operating areas.
- Reviews procedures and other NMC&A activities, commenting with respect to statistical issues.
- Assists in special inventory activities and writes software to pull a sample with defined statistical parameters.
- Determines and implements sampling methods and inventory reconciliation in future processing; identifies potential issues; and coordinates resolutions to reduce impacts on operations at start-up.
- Conducts presentations to both internal and external (including international) customers.
Requirements
- Bachelor's degree in engineering/science discipline OR Master's degree in engineering/science discipline
- Working knowledge of Y-12 systems (including SAP ME, the NMC&A accountability system, and LIMS), the Work Request process, and Production material flows, products, and processes is highly desirable.
- Experience with statistical software (ideally SAS Viya) and proficiency in Tableau, Microsoft Access, and Microsoft Excel are highly desirable.
- UCNI Reviewing Official and Derivative Classifier qualifications or the ability to achieve these qualifications is desirable.
- Excellent oral and written communication skills. Strong mathematical, analytical, problem solving, and interpersonal skills are necessary.
- Attention to detail and organizational skills are essential.
