Neighborhood Specialist

Salary: $53,813.55 - $67,266.94 annually. Location: Various locations within the City of El Paso, TX. FLSA status: Exempt.

Requirements

• Bachelor’s Degree or higher in Public Administration, Business, Social Work, Education, Communications, or related field.
• Two (2) years of professional experience in community outreach, grant administration, neighborhood/community assistance, or social services.
• Texas Class “C” Driver’s License or equivalent from another state.

Applicants with foreign diplomas, transcripts, or degrees must have all documents translated and evaluated by an agency of the National Association of Credential Evaluation Services (NACES) prior to submission.

Responsibilities

• Plan, develop, and organize community-based, grant-funded programs and services, including outreach and capacity-building to increase civic engagement and improve neighborhood quality of life.
• Design outreach materials (flyers, presentations) to promote project activities and engage neighborhood associations and community stakeholders.
• Oversee and monitor implementation of grant-funded programs, including planning, budgeting, and milestone tracking.
• Analyze feasibility of grant opportunities, develop proposals, and administer project budgets.
• Assist residents in organizing and registering neighborhood and civic associations, and develop leadership training for grassroots leaders.
• Coordinate infrastructure projects, evaluate project eligibility, and prepare applications for local, state, and federal funding.
• Prepare monthly and annual reports, maintain databases, records, and files, and respond to public inquiries with high-level customer service.
• Represent the City at neighborhood meetings, City Council sessions, and community gatherings.
• Facilitate meetings with community groups, City departments, businesses, and property owners.
