Natural Resource Specialist.

Duties

• Develops, updates, and implements natural resource management and protection plans (such as the Operational Management Plan (OMP), Master Plans, and fish/wildlife/vegetation plans) to manage soil, air, water, and wildlife resources.
• Assists with developing and executing plans for recreation area management, operation and maintenance, including facility inspections and park maintenance activities.
• Patrols project land and water areas to enforce Title 36 CFR regulations; educates the public on project purposes, policies, and conservation, and issues verbal/written warnings or citations as required.
• Assists in developing annual work plans, preparing detailed service contracts (refuse, janitorial, maintenance), and performing contract quality assurance inspections.
• Develops and presents interpretive and water safety programs to school groups, civic organizations, and project visitors.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Obtain and maintain a valid State Driver's license.
• Within 6 months of assignment, must take the Defensive Driving Course.
• Must have the ability to obtain and maintain as per ER 385-1-9, operators of USACE boats/vessels, less than 26 feet in length, will successfully complete a 24-hour training and be licensed.
• Must be able to obtain and maintain visitor assistance certification within 1 year of appointment.
• A pre-employment medical examination is required.
• May be required to work weekends and/or holidays.
• This position requires a 1 year probationary period.
• Direct Deposit of Pay is required.
• May require working outdoors in all types of weather conditions.
• Will be required to use Personnel Protective Equipment (PPE) when required by the situation such as gloves, hard-hat, lifejacket, etc.
• This position is eligible for Situational Telework only, including emergency and OPM prescribed "unscheduled telework".
• Management may select at any of the grade levels announced. Noncompetitive promotion potential to target grade.

Basic Requirement for Natural Resource Specialist, GS-0401:

• Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
• OR Combination of Education and Experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.

For the GS-07: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

• Specialized Experience: One year of specialized experience which includes enforcing park rules and regulations; assisting with recreation area management; and performing one or more of the following: natural resource management, presenting interpretive programs, or conducting park/facility maintenance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).
• OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
• OR Education: Superior Academic Achievement – based on (1) Class Standing (upper third of graduating class); (2) Grade-Point Average (3.0 or higher out of 4.0 overall, or 3.5 or higher out of 4.0 in the major field); or (3) Honor Society Membership (approved national scholastic honor societies listed by the Association of College Honor Societies).
• OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

For the GS-09:

• Specialized Experience: One year of specialized experience which includes performing recreation area management; executing natural resource management plans; conducting visitor assistance and enforcing park rules/regulations (such as Title 36 CFR); and designing and presenting public interpretation/education services. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
• OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
• OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
