About the role

This role focuses on providing municipal engineering support for land development and township projects, with a strong emphasis on subdivision and land development plan reviews, zoning compliance, and stormwater management. The Municipal Civil Engineer will work closely with a dedicated municipal team, support a newly added township, and contribute to the preparation and review of construction documents and technical specifications. The position offers the opportunity to attend municipal meetings, collaborate directly with professional engineers, and participate in the full project lifecycle from design through field observation.

Responsibilities

  • Review subdivision and land development plans for compliance with municipal codes, ordinances, and engineering standards.
  • Perform zoning reviews to ensure proposed developments meet local zoning requirements and regulations.
  • Design and review site grading plans to provide proper drainage, accessibility, and constructability.
  • Design, analyze, and review sanitary and storm sewer systems for municipal and land development projects.
  • Plan, design, and review stormwater management systems, including stormwater calculations and related documentation.
  • Conduct hydrology analyses to support stormwater and drainage design for municipal infrastructure and development projects.
  • Prepare and review permit applications for NPDES and other state environmental permits, including PaDEP-related submissions.
  • Coordinate and process municipal site permit applications in accordance with township and regulatory requirements.
  • Develop and produce construction documents, including detailed drawings, plans, and technical specifications.
  • Use AutoCAD and AutoCAD Civil 3D to prepare, modify, and review civil engineering drawings and site plans.
  • Support civil design efforts for municipal engineering projects, including site development and land development design.
  • Participate in township night meetings twice a month in designated townships, representing engineering interests and providing technical input.
  • Collaborate closely with professional engineers to ensure technical quality and regulatory compliance.
  • Assist with field visits to project sites to observe conditions, verify design assumptions, and support construction-related activities.
  • Contribute to a strong backlog of municipal and land development work by providing reliable, high-quality engineering services.

Requirements

  • Bachelor of Science in Civil Engineering.
  • Minimum of 5+ years of municipal engineering experience.
  • Professional Engineer (PE) license or Engineer-in-Training (EIT) with the ability and intent to pass the PE exam in the near future.
  • Proven experience in subdivision and land development plan reviews.
  • Proven experience in zoning reviews.
  • Proven experience in site grading design and review.
  • Proven experience with sanitary and storm sewer design.
  • Proven experience in stormwater management and stormwater calculations.
  • Proven experience in hydrology related to municipal and land development projects.
  • Experience with NPDES and other state environmental permitting, including PaDEP-related permits.
  • Experience preparing and processing municipal site permit applications.
  • Experience creating construction documents and technical specifications.
  • Proficiency in AutoCAD.
  • Proficiency in AutoCAD Civil 3D for civil design and land development projects.
  • Demonstrated ability to perform plan reviews for municipal engineering projects.
  • Ability to attend township night meetings twice a month in designated counties.
  • Strong foundation in civil engineering principles applied to municipal and land development projects.

Additional Skills & Qualifications

  • Experience in civil design for municipal engineering, including site development and land development.
  • Experience working as a township engineer or supporting township engineering functions.
  • Experience with stormwater, drainage, and site plan design in a municipal context.
  • Familiarity with PaDED and related state-level regulations and processes.
  • Ability to collaborate directly with professional engineers on complex projects.
  • Interest in professional growth and development within a firm that invests in developing engineers in their early-career.
  • Strong communication skills for interacting with township officials, project stakeholders, and internal teams.
  • Detail-oriented approach to reviewing plans, permits, and technical documentation.

Work Environment

The role is primarily onsite five days a week, providing close collaboration with the municipal and land development team and direct access to professional engineers. After demonstrating strong performance and reliability, there is flexibility to work from home as needed. The position includes regular opportunities to visit project sites and observe the infrastructure and developments you help design. The work environment features a strong backlog of municipal and land development projects, long-term organizational stability, and a culture committed to mentoring and developing engineers. The role also includes attending township night meetings twice a month, offering direct engagement with municipal decision-making and project approvals.

Pay

The pay range for this position is $48.07 - $52.88/hr. Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.

This is a Contract to Hire position based out of West Chester, PA. The role is fully onsite in West Chester, PA.
