About the role

The MIS Director will report directly to the Chief Executive Officer (CEO) and plans, advises, and oversees all aspects of design, implementation, and maintenance of clinical information systems, telecommunications systems, and network systems to effectively apply technology solutions that improve clinical operations. The role performs administrative and management functions for the health center’s healthcare information technology infrastructure, providing leadership, direction, and management of information systems that directly support clinical information system solutions.

Responsibilities

  • Provides leadership and direction in the analysis, selection, design, implementation, and support of clinical information systems and telecommunication solutions.
  • Plans, prioritizes, summarizes, directs, and supervises staff, users, and vendors in clinical systems development and support functions with an emphasis on complete, accurate, and secure systems.
  • Provides functional and technical leadership for the implementation and support of software applications (internally or vendor-developed), enhancements, and modifications.
  • Prepares and recommends short- and long-term goals and objectives for systems development and support functions.
  • Supervises the development of project plans and estimates, schedules resources, and monitors and reports project progress against established work plans to the CEO.
  • Designs and implements Systems Administration (SA) related solutions for core health center business needs.
  • Manages the analysis, selection, design, implementation, and support of clinical information systems solutions.
  • Develops, maintains, and assures compliance with standards, policies, and procedures for systems development methodology, production systems support, project management, quality assurance, and documentation.
  • Develops and recommends IT program plans, policies, and proposals for major purchases.
  • Manages ongoing information security policies, procedures, and technical systems to maintain the confidentiality, integrity, and availability of all organizational healthcare information systems and electronic health information.
  • Implements and manages information security directives as mandated by the HIPAA security rule, HRSA, DOH, and other regulatory laws and statutes.
  • Works with vendors, outside consultants, and other third parties to ensure information systems are adequately protected and meet HIPAA certification requirements.
  • Performs other responsibilities as required by Administration.

Requirements

  • Bachelor’s degree in computer science or a related field from an accredited college or university (preferred).
  • Minimum of 5-7 years of clinical information systems and Electronic Medical Records (EMRs) experience.
  • At least 5-10 years of hands-on advanced IT experience.
  • Documented leadership experience as a supervisor or manager in a hospital, academic medical center, or healthcare setting.
  • Prior experience with technical support and information security management around electronic medical record health systems.
  • Documented success in addressing business needs with information management solutions and leading the design, development, deployment, and support of clinical information systems.
  • Effective communication and interpersonal skills to work collaboratively with multiple disciplines, including physicians, administrative staff, external agencies, and vendors.
  • Solid experience in understanding clinical workflow.
  • Highly accomplished verbal and written presentation and communication skills.

Skills

  • Windows 2000 Network Experience.
  • Microsoft Back Office Administration (SQL 2000, Exchange Server – a plus).
  • Knowledge of Internet Technologies and Protocols such as HTML, TCP/IP, SMTP.
  • Telecommunications Hardware Experience (Switches, Routers, Hubs, T1).
  • Application Experience: MS Office, Access.
