GovCIO is seeking an experienced Information Technology (IT) Manager to oversee the Veterans Administration's Network Operations Center (NOC) in Martinsburg, WV. This on-site role involves leading a team of 70+ Tier II network engineers across three shifts in a 24/7 environment, with shift leads as direct reports.
About the role
The IT Manager will supervise the Network Edge Operations team, which handles network security technology tasks, daily administration of operational network security infrastructure, and delegation of projects. The role serves as the escalation point for decision-making and provides after-hours guidance when needed.
Responsibilities
- Supervise and guide a team of Tier II Network Engineers in a NOC environment, with direct oversight of all Network Operations projects and shift leads.
- Enforce GovCIO, VA NOC, and intra-team policies and performance standards.
- Interact daily with SalientCRGT and VA management to interpret needs and requirements.
- Maintain and develop processes and procedures to improve team operability and communication.
- Create and update team knowledge articles, including network flow diagrams, databases, and documents.
- Participate in management meetings for status briefings on current tasks and projects.
- Communicate effectively with contract leadership and stakeholders regarding updates, status changes, or incidents.
- Review deliverables and initiate appropriate action.
- Provide 24x7 guidance to the Network Operations team and assist with critical after-hour network outages.
- Participate in Change Control technical assessments and reviews.
- Oversee approved routine maintenance on network security devices and applications.
- Provide mentorship, assign responsibilities, and monitor task and project status.
- Assess employee capabilities and recommend training to encourage growth.
- Manage the team to respond and remediate customer service requests, help desk tickets, calls, and emails.
- Collaborate with Tier 3 Engineering and Tier 4 network architecture teams for proper escalation of issues, tasks, and projects.
- Demonstrate effective problem-solving, customer service orientation, and professional communication skills.
- Apply Project Management methodologies and techniques to handle multiple concurrent tasks and projects.
- Exhibit strong leadership, decision-making, time management, and organizational skills.
Requirements
- Bachelor’s degree in Computer Science or a related technical field with 5–8 years of experience, or 8 years of additional relevant experience in lieu of a degree.
- Experience managing and supervising an enterprise-level support team with rotating shifts, task delegation, and client/management interactions.
- Must be able to pass and maintain a Tier 4 (BI) Government Background Investigation.
Pay
USD $115,200.00 – USD $137,000.00 per year.
