About the Role
The SIU Manager provides direct oversight and guidance for Team Leaders and Investigative staff responsible for conducting investigations of suspected fraud that support the entire insurance enterprise, including Claims Operations, Underwriting, Agency Markets, and Vendor Relations. This role demonstrates high technical expertise in all aspects of insurance fraud and utilizes independent judgment with limited oversight to impact Citizens’ efforts to resist and deter insurance fraud.
We are seeking a high-performing leader to serve as an SIU Manager, working remotely in South Florida, to provide strategic and managerial oversight of the Complex Investigations Team. This team conducts highly complex, high-exposure investigations, often involving organized insurance fraud schemes. The ideal candidate is a strategic investigative leader with deep experience managing multi-entity fraud cases and a proven ability to identify, develop, and disrupt organized fraud networks.
The successful candidate brings advanced analytical capabilities and a data-driven mindset, with a proven track record of examining and interpreting data using Microsoft Excel and/or Power BI. This leader will mentor and guide a highly skilled investigative team while fostering a culture of accountability, innovation, and collaboration. A strong understanding of Florida-specific fraud trends and regulatory requirements is preferred.

Responsibilities
- Facilitate a work environment that fosters and supports ethical decision-making by motivating, promoting, and modeling ethical behavior, while executing job responsibilities in accordance with Citizens’ core values, ethics, and information protection policies.
- Manage staff, including hiring, goal setting, planning, delegation of work, training, development, coaching/mentoring, and completing performance evaluations.
- Monitor system and user-generated referrals to the unit, assign work, and convey investigative direction.
- Design and monitor data analytic requests that drive quality proactive referrals to business units.
- Inform and equip the insurance enterprise to refer suspected insurance fraud matters to SIU, and keep claims/underwriting leaders and other stakeholders aware of trends and SIU efforts through pertinent information and training materials.
- Serve as a business unit liaison with law enforcement and represent Citizens at SIU industry/intelligence-sharing meetings to ensure suspicious insurance acts are referred to the fraud bureau or other law enforcement/regulatory entities in accordance with Citizens’ policy and Florida statutes.
- Deploy to remote locations and/or extended hours for extended periods to support SIU’s Catastrophe activities; coordinate and provide oversight and operational guidance to SIU field staff deployed for extended hours or serving at Catastrophe Response Centers/Insurance Villages and SIU Strike Teams.
- Integrate traditional investigative techniques with advanced analytics to enhance case development, prioritize high-impact opportunities, and proactively detect emerging fraud trends.
- Build prosecutable cases, collaborate effectively with law enforcement and prosecutorial partners, and drive investigations resulting in measurable enforcement outcomes.
- Clearly communicate complex investigative findings—both qualitative and data-driven—to executive leadership and external stakeholders, including insights derived from Excel analysis, pivot tables, and Power BI dashboards.
Requirements
- High School Diploma or GED.
- Bachelor’s Degree or 4 years of relevant experience, or a combination of college education and relevant experience equivalent to 4 years (Criminal Justice/Corrections, Business Administration, or related field).
- 2 years of managerial, supervisory, or transferable leadership experience.
- 7 or more years of combined experience in handling Property/Casualty claims and SIU investigation.
- In lieu of supervisory experience, 2 or more years of experience leading projects/teams or teams with overall responsibility for project planning and delivering expected results.
Preferred Qualifications
- 7 years of combined experience handling Property/Casualty claims and SIU investigation, with 4 years of leadership experience in the Florida P&C marketplace.
- Strong knowledge of the Florida P&C Insurance marketplace, including coverage, damage assessment, legal climate, and claims law.
- Insurance (SIU) designations: CIFI (Certified Insurance Fraud Investigator), FCLS (Fraud Claims Law Specialist), FCLA (Fraud Claims Law Associate), or CFE (Certified Fraud Examiner).
- Bilingual (English/Spanish).

- Strong presentation skills, with the ability to identify training needs and develop/present formalized training programs.
- Demonstrated ability to interpret and apply insurance laws, rules, regulations, policies, and operational guidelines.
- Advanced knowledge of investigative methods to evaluate and apply property insurance laws, rules, regulations, and policies.
- Moderate understanding of data analytics and system architecture.

- Proficient in Microsoft Office (Word and Outlook); highly skilled in Excel (pivot tables, advanced functions, data manipulation/analysis).
- Experience partnering with Analytics teams to develop data queries, analyze complex datasets, and translate findings into actionable investigative leads.
- Valid Florida driver’s license and ability to operate company-owned/rented vehicles according to Citizens’ policy on vehicle use.
- Participation in catastrophe response, including deployment to remote offices and/or extended hours for extended periods.
