Mental Health Program Supervisor (Child & Family Outpatient team)

About the role
Clackamas Health Centers - Behavioral Health Clinics is seeking a dedicated and self-confident individual to join our behavioral health teams as a Mental Health Program Supervisor. This position is located at our newest outpatient clinic on Lake Road in Milwaukie, Oregon, and will oversee and support the Child and Family Outpatient Team. The Mental Health Program Supervisor combines strong leadership, clinical expertise, and operational management to oversee the delivery of behavioral health services, supporting clinicians and ensuring high-quality care for children, youth, and their families experiencing mental health and substance use challenges.
The ideal candidate will possess a robust background in supervising and developing behavioral health programs, coordinating with various division programs, and providing operational management of treatment programs. Experience in licensure supervision and navigating children, youth, and family systems of care is essential.

Responsibilities
- Lead and oversee outpatient behavioral health programs, ensuring high-quality, compliant services for children, youth, and families while driving continuous program improvement.
- Supervise integrated clinical operations, providing clinical leadership, consultation, and oversight of treatment services, care coordination, quality metrics, and evidence-based practices.
- Recruit, supervise, and develop staff, fostering a collaborative, high-performing team through coaching, performance management, training, and employee development.
- Support program administration, including budget planning, grant management, contract oversight, and responsible stewardship of program resources.
- Provide direct clinical services to clients as needed to support quality care and program operations.
- Respond to behavioral health crises, providing clinical support and intervention during clinic operating hours.
- Build and maintain community partnerships, collaborating with agencies, providers, and community organizations to strengthen services and expand community resources.
- Address client and program concerns, resolving complaints collaboratively and ensuring appropriate documentation and coordination through established grievance processes.
- Ensure compliance with Oregon Administrative Rules (OARs).
- Participate in hiring processes and program development.
- Collaborate with specialty teams across the continuum of care to provide effective therapeutic interventions.
Requirements
- A minimum of five (5) years of experience in youth-specific mental health services, including at least one (1) year of lead or supervisory experience (e.g., assigning work, training staff, reviewing performance, addressing performance concerns, and recommending corrective actions).
- Licensure granted by the State of Oregon to practice as a Licensed Clinical Social Worker (LCSW), Licensed Professional Counselor (LPC), or Licensed Marriage and Family Therapist (LMFT).
- Must meet the criteria to be a Qualified Mental Health Professional (QMHP) as established by the Oregon Administrative Rules.
- Must possess or obtain a Basic Life Support (BLS) certificate within 60 days of hire and maintain it throughout employment.
- Must be willing to respond to emergencies as part of the regular schedule.
- Must pass a post-offer, pre-employment drug test and a criminal history check, which may include national or state fingerprint records.
- Driving is necessary for County business. For positions with occasional/incidental driving, incumbents must possess a valid driver’s license. For positions with regular driving, incumbents must also possess and maintain an acceptable driving record throughout employment.
Preferred Qualifications
- Ability to train and supervise clinicians in early childhood Evidence-Based Practices recognized by the Oregon Health Authority.
- Certification as a Certified Alcohol and Drug Counselor (CADC) I, II, III and/or comparable clinical experience in youth substance use disorder (SUD) treatment.
- Experience working in behavioral health within the public sector and/or a government agency.
- Spanish/English bilingual skills.
- Experience, knowledge, and commitment to serving a diverse population and promoting health equity and inclusion.
- Familiarity with Feedback Informed Treatment (FIT).
Pay
Annual Pay Range: $103,327.60 - $139,492.08
Hourly Pay Range: $49.676730 - $67.063502
Salary offers will be made within the posted pay range and will be based on the candidate's experience (paid or unpaid) that is directly relevant to the position.
Schedule
This position is regularly scheduled to work 40 hours per week, typically Monday through Friday. A 4-day, 40-hour work schedule may be available, depending on operational needs. Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department’s business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during the offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.

Clackamas County Health Centers provide direct medical, dental, and mental health services to Clackamas County residents at Integrated Primary Health Care Clinics, mental health clinics, or through School Based Health Centers.
