Mental Health Program Manager 1

About the Role

The New York State Office of Mental Health (OMH) is recruiting for a Mental Health Program Manager 1, M-4, in the Division of Community Program Policy & Management. Under the general direction of the Mental Health Program Manager 2, this role oversees, manages, and directs the day-to-day programmatic operations of the Bureau of Housing Development and Support, including direct management of the Housing Utilization Unit and the Homeless Support Unit. The incumbent will function independently and keep the Mental Health Program Manager 2 apprised of initiatives and key decisions.

Responsibilities

• Implement policy recommendations based on operational needs and communicate new policies and policy changes to Bureau staff and impacted stakeholders.
• Direct the programmatic oversight of OMH’s Housing portfolio, including:
  • Support the monitoring of housing programs for contractual and regulatory compliance.
  • Review the development of training and technical assistance forums for housing providers and OMH field office staff.
  • Draft guidance and regulation that guides the operation of housing programs.
• Oversee cooperative efforts with other federal, State, and local government agencies regarding housing and homeless services, including specific initiatives such as Safe Options Support (SOS) and Medicaid Redesign Team (MRT).
• Manage inter-agency cooperative efforts with the Office of Temporary and Disability Assistance (OTDA), Homes and Community Renewal (HCR), other members of the Empire State Supportive Housing Initiative (ESSHI), and the Division of the Budget (DOB).
• Direct the administration of OMH’s Homeless Services, including:
  • Ensure proper support and oversight of existing SOS teams.
  • Collaborate across systems with other government partners, including OTDA, NYC Department of Homeless Services, and the NYC Mayor’s Office.
  • Implement initiative expansion, including adding street psychiatry, creating a street medicine pilot, partnering with OASAS to add harm reduction specialists to SOS teams, and developing connection centers in MTA stations.
  • Develop and implement a plan for Homeless Support Unit staff to take over functions of the “Hub” for NYC SOS teams.
• Oversee the collection and analysis of data to assess program efficacy.
• Perform the full range of managerial functions for Bureau supervisory staff, including reviewing and evaluating performance, recommending training, and mentoring employees to ensure optimum work performance.
• Oversee the monitoring of key performance indicators and the analysis of compiled information on the quality of services delivered.
• Directly ensure that those served in OMH supportive housing settings receive recovery-oriented services, allowing them to thrive in the community at their highest-level functioning, and collaborate with other adult-serving areas to ensure residents also receive needed hospital or community-based services.
• Provide technical direction and oversight to Division staff to identify opportunities for improvement, maximize implementation of best practices, and foster continuous improvement.
• Leverage the use of data to develop and implement best practices in the field of housing and mental health.
• Perform the full range of managerial functions for Bureau Directors and the Medical Director for Housing and Homeless Services, including reviewing and evaluating performance, recommending training, and mentoring employees.

Requirements

• Bachelor’s degree in human services, hospital, healthcare, public or business administration, or a related field.
• Seven years of clinical, administrative, and/or supervisory experience in a mental health, public health, healthcare, and/or managed care setting.
• Two years of managerial experience in at least one of the following areas:
  • Policy development for a statewide mental health, public health, healthcare, and/or managed care program.
  • Quality control, quality assurance, or quality improvement in a mental health, public health, healthcare, and/or managed care program.
  • Program planning, design, implementation, or evaluation in a mental health, public health, healthcare, and/or managed care program.
  • Service as a county director of mental health.
• A master’s degree in the human services field; hospital, healthcare, public or business administration; or a related field may substitute for two years of general and one year of specialized experience.
• New York State residency is required at the time of appointment.
