MENTAL HEALTH CLINICIAN I/ EMERGENCY APPOINTMENTS HOMELESSNESS

This is a reposting to update the supplemental questionnaire. The LA County Board of Supervisors has declared a local state of emergency for homelessness, and the County is expanding its response to address housing, mental health, and substance use. The Department of Mental Health is filling emergency Mental Health Clinician I vacancies related to this crisis. Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment. Performance will be assessed before the end of the initial work period.

Responsibilities

• Interview and conduct diagnostic assessments of clients to develop treatment and recovery plans for clients and/or their family members.
• Participate in the intake process by interviewing clients and/or their family members to obtain family, social, employment, medical, and mental health treatment history.
• Provide crisis intervention, treatment, case management, referrals, and other related mental health care services to clients and their family members.
• Participate in multi-disciplinary teams to review client cases, treatment approaches, clinical issues, client progress, and treatment recommendations; prepare and present progress reports.
• Develop individual and group treatment plans designed to address mental, emotional, and family disorders and dysfunction.
• Provide ongoing clinical assessment, treatment planning, and clinical treatment for clients and families.
• Perform intensive casework services with children and adult clients and their relatives through individual and group sessions.
• Prepare and maintain clinical case histories for use in diagnostic evaluations and to record client treatment progress.
• Coordinate continuity of care and other treatment-related services with caseworkers, probation officers, and community and healthcare workers.
• Link clients and families to community resources to maximize client self-sufficiency and independence.
• Interview clients seeking mental health intervention services on an emergency basis and utilize crisis intervention and community outreach techniques.
• Under supervision of a licensed clinician, evaluate clients and arrange for voluntary or involuntary admissions to psychiatric facilities for treatment.
• Serve as liaison and consultant to schools, organizations, parents, and children on issues concerning clients; may serve on committees or boards.
• Provide mental health treatment services in schools and other community settings to emotionally and behaviorally disturbed children.
• Maintain cooperative professional relationships with local community agencies significant to the continuum of care for clients.
• Conduct outreach and community-based service provision.

Requirements

• Pre-Licensed Marriage and Family Therapist: A Master's or Doctorate’s degree from an accredited college or university in marriage, family, and child counseling, marital and family therapy, couple and family therapy, psychology, clinical psychology, counseling psychology, or counseling with an emphasis in either marriage, family, and child counseling or marriage and family therapy.
• Pre-Licensed Professional Clinical Counselor: A Master’s or Doctorate’s degree that is counseling or psychotherapy in content, as defined by the State of California Business and Profession’s Code. The degree must qualify the degree-holder for registration as an Associate Professional Clinical Counselor with the State of California, Department of Consumer Affairs, Board of Behavioral Science.
• Appointees must obtain a valid Marriage & Family Therapist Intern registration number from the State of California Board of Behavioral Sciences within thirty (30) days of appointment (for Pre-Licensed Marriage and Family Therapists).
• Appointees must possess a valid Associate Professional Clinical Counselor registration number (for Pre-Licensed Professional Clinical Counselors).
• Registered Marriage and Family Therapist Interns and registered Associate Professional Clinical Counselors must obtain full licensure as Licensed Marriage & Family Therapists or Licensed Professional Clinical Counselors, respectively, within six years of initial registration.
• A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Physical Requirements

Physical Class II – Light: This role includes administrative and clerical tasks requiring light physical effort, such as occasional light lifting (up to 10 pounds) and some bending, stooping, or squatting. Considerable ambulation may be involved.
