Brief Job Overview

The Program Delivery Senior Manager will provide end-to-end programmatic operational excellence for the Medicines Supply Resilience (MedSuRe) Africa project. This multi-year, multi-country initiative aims to enhance regional production of quality-assured, African-made medicines that are cost-effective and climate-resilient. The role involves leading project operations, coordinating with project partners, and managing donor relationships.

Responsibilities

  • Holds end-to-end operational accountability for project activities and adheres to donor and contractual requirements.
  • Develops and executes annual planning, prepares high-quality progress reports, and oversees quality control processes for deliverables.
  • Drives integration across technical, M&E, finance, and partner workstreams, managing interdependencies and resolving delivery challenges.
  • Designs, implements, and continuously improves project management systems, tools, and processes for efficient execution and high-quality results.
  • Serves as the programmatic/operational point of contact for project partners, ensuring effective coordination and communication.
  • Led donor management efforts, maintaining strong donor relationships, and contributing to donor communications and briefings.
  • Manages program financial tracking and forecasting, ensuring accurate expenditure monitoring and compliance with donor requirements.
  • Identifies and addresses issues/risks, facilitating resolution with appropriate management staff.
  • Oversees consultant and vendor engagements, including scope development, procurement, contract development, and performance monitoring.
  • Supervises and develops project management staff, providing coaching and mentoring.
  • Supports Deputy Project Director in resource planning and workload management.

Qualifications

  • Demonstrated understanding of USP's mission and commitment to excellence through inclusive and equitable behaviors and practices.
  • Eight (8) years of project management experience, with five (5) years focused on donor-funded programs.
  • Experience establishing program management systems and processes.
  • Proven experience managing and coordinating complex consortium donor-funded projects.
  • Strong written and verbal communication skills.
  • Ability to travel up to 25% of the time.

Additional Desired Preferences

  • Master’s degree in International Development, Public Health, Science, or related field.
  • PMP certification.
  • Knowledge of multiple donor policies and procedures.
  • Monitoring and evaluation experience with donor-funded projects.
  • Group facilitation, team building, and partner coordination skills.
  • Experience working in complex environments with cross-cultural teams.
  • Fluency in another language, such as French, Spanish, or Portuguese.

  • Base Salary Range: USD $139,453.00 – $173,900.00 annually.
