Medicaid Tribal Liaison and Policy Analyst - Human Services Program Consultant

About the role

The Medicaid Tribal Liaison and Policy Analyst is a key member of the Department of Human Services' Federal Relations team. This position serves as the primary point of contact for Tribal governments and American Indian-led health care organizations, facilitating communication and addressing policy issues related to Minnesota's Medicaid and MinnesotaCare programs.

Responsibilities

• Facilitate government-to-government communications between the Department of Human Services and Tribal health care officials.
• Provide legal and policy support to the Department of Human Services and Federal Relations.
• Support outreach and information gathering efforts with American Indians and Tribes, including meetings and roundtables.
• Ensure timely and accurate responses to inquiries about Medicaid and MinnesotaCare policies related to Tribal providers.
• Maintain and develop Minnesota's Medicaid state plan, including drafting, gathering, and tracking public comments and responding to CMS inquiries.
• Develop and disseminate summaries of new federal guidance to ensure health care programs are administered in accordance with both the approved state plan and waivers as well as federal Medicaid policy.

Requirements

• Three (3) years’ experience working with tribal government officials on human services program administration.
• Experience with tribal health care delivery systems or direct service provision on a reservation or with an American Indian organization.
• Operational understanding of the state’s Medical Assistance and MinnesotaCare programs.

• Demonstrated and operational understanding of state and federal statute, regulation, and subregulatory guidance.
• Ability to monitor relevant changes in law and regulations.
• Ability to understand the interactive nature and implications of federal and state statute and regulation.
• Ability to develop, write, interpret, and apply complex policy and procedures.
• Variety of experiences working effectively with others from different backgrounds and cultures.

Skills

• Strong knowledge of state and federal Medicaid law and policy.
• Excellent communication and interpersonal skills.
• Ability to work collaboratively with diverse stakeholders.
• Proficiency in Microsoft Office Suite.

Pay

$36.59 - $54.25 / hourly; $76,399 - $113,274 / annually
