Compensation

Annual Pay Range: $80,000.00-$88,000.00.

Position Summary & Responsibilities

The Medicaid Attorney position (K0244540) for Kansas Department of Health and Environment is recruiting. This position would support the Kansas Medicaid program (KanCare) assigned to KDHE's Division of Health Care Finance.

The Medicaid Attorney position would primarily handle the administrative Medicaid litigation when the Appellant is represented by counsel (approximately 100-150 cases per year) and any subsequent judicial litigation. The Medicaid attorney would assist the Associate General Counsel for Medicaid with reviewing less complicated matters involving KanCare.

This position would handle 4 main areas: litigation, document review or preparation; contract review or preparation; and legal advice. All of the four areas would have similar assignment procedure, Supervising legal staff would assign the matter to the attorney. Once the case or document or contract or research is assigned and a due date noted, the attorney would use their legal knowledge and discretion to determine how to proceed. Supervising legal staff would consult with the attorney on a regular basis to assure that reasonable progress is being made to complete the assigned matters.

• Litigation - This position would handle the administrative litigation involving the Kansas Medicaid program as assigned by the supervising legal staff. The litigation would be over Medicaid eligibility and provider matters. This position would also handle any judicial litigation resulting from the administrative litigation. Litigation duties would include the handling of any discovery requests or settlement agreements.
• Document review and preparation - This position would review documents related to the Kansas Medicaid program. This position could also prepare the documents for review by supervising legal or Kansas Medicaid staff. Examples of the documents involved with this duty would include regulations, statutes, policies, and communications related to simple to moderately complex Medicaid matters.
• Contract development or review - This position would assist the Senior Medicaid attorney and lead Medicaid attorney in developing or reviewing contracts, memorandums of understanding, or agreements related to simple to moderately complex Kansas Medicaid matters.
• Research and Advice - This position would assist the Senior Medicaid attorney and lead Medicaid attorney in researching simple to moderately complex Medicaid matters and developing advice for the Kansas Medicaid program based on the research.

Qualifications

• Education: Completion of a legal education resulting in the award of a Juris Doctor
• Licensing & Certification: Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State
• Minimum Qualifications: Completion of a legal education resulting in the award of a Juris Doctor
• Licensed to practice law in the State of Kansas
• Preferred Qualifications: Word, Excel, PowerPoint, Access
• Proofreading, editing, attention to detail
• Six months to 2 years of legal experience dealing with state administrative or judicial matters.
