Medi-Cal Contract Center Oversight Lead Analyst
About the role
The Medi-Cal Contact Center Oversight Lead Analyst provides extensive, complex Medi-Cal program expertise through challenging research and interpretation of Medi-Cal policy. Responsibilities include invoicing, precedent-to-payment processes, contractor payment reconciliation research, and oversight of the Fiscal Intermediary (FI) Medi-Cal Contact Center (MCC). The role also involves business process development and maintenance.
This classification was previously known as the Associate Governmental Program Analyst and is now referred to as the Analyst II classification, effective January 1, 2026.
Responsibilities
- Conduct in-depth research and interpret Medi-Cal policies.
- Oversee invoicing, precedent-to-payment processes, and contractor payment reconciliation.
- Provide oversight of the Fiscal Intermediary (FI) Medi-Cal Contact Center (MCC).
- Develop and maintain business processes.
- Analyze complex datasets using advanced Microsoft Excel skills to identify trends and outliers.
- Perform root-cause analysis to identify operational gaps and develop formal business requirements.
- Lead meetings and manage relationships with state agency partners and vendors.
- Manage time-sensitive projects independently while ensuring data confidentiality.
- Synthesize complex information into actionable insights and recommendations.
- Provide customer service in high-volume environments and adapt to shifting deadlines.
Requirements
- In-depth knowledge of Medi-Cal laws, eligibility, benefits, and claims adjudication.
- Experience overseeing large-scale vendor contracts, SLAs, and performance standards.
- Proficiency in IVR, CRM systems, and workforce management tools.
- Advanced Microsoft Excel skills for complex dataset analysis.
- Strong interpersonal skills and ability to lead meetings.
- Capacity to manage time-sensitive projects independently.
- Advanced research skills to synthesize complex information.
- High degree of flexibility, sound judgment, and creativity in resolving operational challenges.
Qualifications
Applicants must meet the Minimum Requirements stated in the Class Specification for Analyst II or Analyst I. Education may be used to meet minimum qualifications; unofficial transcripts or a copy of the diploma/degree must be included for verification. Official transcripts may be required upon appointment.
A Statement of Qualifications (SOQ) is required and must be no more than two pages, double-spaced, using 12-point font. The SOQ should describe how the applicant’s skills, knowledge, abilities, education, training, and experience qualify them for the position. Resumes do not replace the SOQ.

Pay
Analyst II: $6,031.00 - $7,547.00 per month. New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.
Analyst I:
- $3,861.00 - $4,839.00 A
- $4,181.00 - $5,233.00 B
- $5,014.00 - $6,276.00 C
Schedule
This is a permanent, full-time position. The role is hybrid, eligible for telework up to three days per week, with a requirement to report in person a minimum of two days per week. Telework is available to California residents only, and proof of residency may be required.
