Market Research & Evaluation Scientist

About the role

The Market Research and Evaluation (MRE) Scientist is an integral part of 2-3 cross-functional program teams dedicated to bringing energy-efficient products and services to market through Market Transformation. This position is based in the Portland, OR metro area, with a hybrid work schedule requiring at least 2 days per week onsite at NEEA’s office. Finalists must have eligibility to work in the US; NEEA does not provide VISA sponsorship or support remote work outside the US.

Responsibilities

• Proactively work with cross-functional team members to assess program logic and ensure it is measurable.
• Efficiently and effectively manage research and evaluation projects to deliver actionable insights, including:
  • Developing long-term research and evaluation plans.
  • Creating metrics to measure program influence in the short-, medium-, and long-term.
  • Defining research/evaluation objectives, scope of work, assumptions/constraints, sample population, and deliverables for individual projects.
  • Sourcing contractors, including managing the competitive bidding process (drafting contracts, reviewing proposals, selecting finalists, etc.).
  • Managing and ensuring contractor performance.
  • Leading project kick-off and subsequent meetings.
  • Socializing and ensuring comprehension of results and insights with internal and external audiences.
• Support the Market Analysis & Planning function by commissioning studies to validate energy savings assumptions.
• Bring an evaluative mindset to program teams, ensuring all activities tie back to program logic and theory of change.
• Participate in the development of logic models and data management plans to ensure programs can be effectively evaluated.
• Define market progress indicators that track progress on logic model outcomes.
• Manage third-party research and evaluation contractors, including:
  • Developing contract documents.
  • Managing contract budgets and timelines.
  • Reviewing project deliverables (workplans, data collection materials, reports, etc.).
• Contribute to the MRE team’s functional abilities through participation in continual improvement activities.
• Perform other duties as necessary or desirable to support the organization’s success.

Supervisory Responsibilities

This position is primarily an individual contributor with no direct supervisory responsibilities but provides guidance and leadership on specialized areas to internal clients and less experienced team members.

Pay

Salary range: $90,000 - $105,000 (exempt). Salary is based on the applicant's experience, knowledge, skills, and abilities.
