Manager, Subcontracts Management
About the role
Moog Space and Defense Group is seeking a Manager, Subcontracts Management to join their team. This role involves managing the acquisition of major sub-assemblies and components required for Moog’s programs and customer requirements.
Responsibilities
- Develop and qualify domestic and international sources for major subassemblies and components, ensuring suppliers can support both development programs and high-rate production requirements.
- Prepare Request for Proposals (RFP) to include Moog quantity, technical, program, quality assurance and contractual flow-downs of customer specific requirements, terms and conditions.
- Evaluate supplier proposals for compliance with all requirements; lead negotiations to achieve fair and reasonable outcomes while mitigating cost, schedule, and performance risk.
- Utilize continuous improvement methodology, ability to identify risk and implement risk mitigation strategies.
- Manage subcontracts from cradle to grave including changes and contract closeout.
- Manage subcontractor cost, schedule, and technical performance to meet Moog and customer objectives for delivery, quality, and price reasonableness.
- Participate in program review meetings with Moog and Moog’s customers, as well as lead Supplier Business Reviews and facilitate supplier internal and external visits, as required.
- Support Defense Contract Management Agency (DCMA) Contractor Purchasing System Review (CPSR) & Public Law compliance by adhering to company policies and procedures.
- Cultivate and maintain strong working relationships with suppliers, customers, and internal stakeholders.
- Provide subcontracting training, process and compliance guidance to globally dispersed supply chain team.
- Support small business initiatives.
Requirements
- Bachelor's degree with a minimum of eight (8) years related experience and a minimum of five (5) years of progressive professional experience in Supply Chain Management, Subcontracts, Procurement, Contracts, Program/Project Management, Business, Engineering or a related discipline.
- Proven experience in Government Contracting (i.e., FAR, DFARS, ITAR) and a comprehensive understanding of acquisition principles, theories, concepts related to government rules and regulations supporting major agencies (i.e., DoD, NASA, etc.), and experience demonstrating a broad application of those practices, techniques, standards, and regulations.
- Experience and familiarity with Statements of Work and SDRL management.
- Demonstrated execution and negotiation expertise across diverse contract types (FFP, FPIF, CPFF, CPAF, CPIF, T&M, LH) and agreement structures, including subcontracts, letter subcontracts, teaming agreements, NDAs, and sole-source awards.
- Demonstrated leadership, verbal and written communication skills with the ability to work in a matrix environment.
- Ability to access US export-controlled information (EAR, ITAR).
- Experience with Earn Value Management of large suppliers preferred.
- Professional Supply Chain Certification preferred: C.P.M., C.P.S.M., P.M.P.
