Manager, Program Operations Integration LEO Program

Responsibilities

  • Manages the execution of the real-time and near real-time missions, including final decision authority for decisions that exceed the authority of the flight control team.
  • Manages and integrates Program-level operations requirements and implementation strategies for accomplishing all Program mission and flight objectives while balancing crew and vehicle safety.
  • Serves as Program-level interface with IPs, commercial partners, and other International Space Station (ISS) elements for real-time operations activities.
  • Develops and implements Program policy as required for the performance of Program operations with significant negotiation at the IP and commercial partner level.
  • Interfaces with and integrates Program-level requirements from the Commercial Crew Program, Flight Operations Directorate, Human Health and Performance Directorate, Engineering Directorate, Safety and Mission Assurance Directorate, Exploration, Integration and Science Directorate, other NASA Centers, and NASA Headquarters organizations.
  • Exercises responsibility for the operations policy and the overall conduct of operations on the ISS while ensuring a safe and effective implementation of the operations program on the ISS.
  • Develops strategies and manages implementation of contracting and outsourcing efforts for the Program. Conducts other studies and analyses of past and current Program activities in order to evaluate and assess Program areas, including development and implementation of a consistent technical, cost, and schedule performance measurement program.
  • Conducts technical reviews and studies as requested by the LEO Program Manager. This may include individual assessments, chairing committees or ad hoc study teams, leading Program-wide review teams, and/or serving as the Program representative on Center, Agency, or international teams.
  • Represents the Program in conferences and meetings with senior managers from NASA, its contractors, and its IPs and commercial partners. Commits the Program and Agency to courses of action within delegated authority.
  • Ensures a safe and healthy working environment for all employees, ensures employees are provided adequate training and instructions on safety issues, and ensures safety is a top priority in facility management and mission operations.

Qualifications

Mandatory Technical Qualification (MTQ)

  • Demonstrated experience in international human spaceflight operations, including mission management, risk management, operations integration, mission execution, anomaly resolution for human space flight missions, experience in planning, evaluating, and prioritizing mission requirements, and working with a range of stakeholders including International Partners, engineering, safety, operations and Commercial Providers.
