Clearance & Travel
Clearance required for start: Secret (active within the past 6 years or enrolled in Continuous Evaluation). Must be able to obtain and maintain Special Access Program clearance within a reasonable time as determined by business needs.
Travel: up to 25% of the time.
Responsibilities
- Lead, supervise, and train a team of cost analysts responsible for Earned Value Management System (EVMS) implementation and analysis, SOX compliance, funding analysis, program financial analysis, internal and external audits, and contract deliverables.
- Provide direct supervision activities: set performance goals and conduct reviews, assign work scope, approve timecards, and ensure compliance with company policies and procedures.
- Develop employee skills and evaluate performance on EVMS implementation and analysis; support to PMs and CAMs; preparation of cost and schedule reports; development, analysis and review of Estimate at Completion (EAC); variance analysis research and reporting; reconciliations to SAP.
- Support customer Integrated Baseline Reviews (IBR), Supplier Integrated Baseline Reviews (IBR), and Defense Contract Management Agency (DCMA) Joint Surveillance Reviews (JSR).
- Ensure contract deliverables are completed and submitted on time (CFSR, CSDR, IPMR, CWBS).
- Focus the team on uncompromising quality, accountability, and team performance.
- Ensure the team understands their roles and impact on financial results.
- Act as the primary interface with the program office, functional leadership, and external auditing agencies regarding EVMS-related tasks, requirements, issues, analysis, and performance measures.
- Support proposal preparation, fact-finding, and contract negotiations to represent cost management issues.
- Serve as primary point of contact with customer counterparts to maintain positive working relationships and proactively address cost issues.
- Perform in a fast-paced, frequently changing, and demand-driven environment.
Basic Qualifications
- Bachelor’s degree from an accredited university and 7 years of Finance/Business Management experience, or Master’s degree with 5 years of Finance/Business Management experience.
- Experience in Earned Value Management Systems (EVMS) and financial analysis.
- Working knowledge of EVMS software (e.g., Cobra), SAP, Microsoft Office Suite, and accounting principles.
- Experience developing and presenting business strategies, financial information, and risk assessments to leadership teams.
- Active U.S. Government clearance (Secret) with a background investigation within the past 6 years or enrolled in Continuous Evaluation.
- Ability to obtain and maintain Special Access Program (SAP) clearance within a reasonable time as determined by business needs.
Preferred Qualifications
- Bachelor’s degree in Business Administration with at least 7 years of hands-on cost and schedule management experience.
- Master of Business Administration (MBA) degree from an accredited university.
- Strong analytical skills.
- Experience with SAP S/4.
- Experience in Aerospace and/or Defense programs and familiarity with Integrated Program Management Report (IPMR) and/or Integrated Program Management Data and Analysis Report (IPMDAR).
- Advanced proficiency in EVMS tools such as Deltek Cobra and MPM, accounting systems such as SAP, and financial systems such as Cognos.
- Experience leading a team as a lead, functional manager, or matrix manager.
- Experience interfacing with government audit agencies such as DCMA and DCAA, as well as Internal Audit.

Pay
Primary Level Salary Range: $126,600 – $189,800. Northrop Grumman considers scope and responsibilities, candidate experience, education, skills, and current market conditions when determining base salary offers. Overtime, shift differential, and discretionary bonuses may apply in addition to base pay. Annual bonuses reward individual contributions and company results. Vice President or Director positions may be eligible for Long Term Incentives.
