About the role
The Manager of Corporate Compliance will oversee Ducommun's export compliance program, serving as the Department of Defense (DoD) facility security officer (FSO) and managing the company's Foreign Corrupt Practices (FCPA) program. This role will also manage Ducommun's System for Award Management (SAM) and Joint Certification Program (JCP) registrations for U.S. government contracting.
Responsibilities
- Serve as the Empowered Official and coordinate import/export activities and compliance issues at all Ducommun performance centers
- Create, maintain, update and train export/import compliance policies, procedures, guidance and internal control programs
- Establish and maintain: Export/import centralized files and databases of approved licenses; All documentation required for Technology Transfer Control Plans; and records of data released pursuant to licenses/agreements
- Determine licensing and commodity classification requirements applicable to DCO business activities
- Prepare all license request applications for ITAR and EAR-controlled items, and submit applications with the appropriate agencies
- Prepare Commodity Jurisdiction requests to State Department for all business units
- Work with other functional groups within Ducommun to ensure compliance with applicable requirements
- Screen foreign visitors against Office of Foreign Asset Control sanctions lists and approve foreign visitor requests
- Screen third party vendors and others requesting access to Ducommun’s FTP servers
- Approve the processing of personnel security clearances /PARs
- Review, approve and prepare DD254s
- Conducting security education and awareness training for FSOs across the organization
- Preparing for security compliance reviews and audits, both internal and external
- Maintaining accountability and control of cleared documents, COMSEC materials and equipment
- Ensuring that compliant security briefings and debriefings are conducted at cleared locations
- Supporting local FSOs with administrative inquiries and investigations
- Collecting data for metrics and analytics
- Maintaining and updating company-wide FCPA trainings and maintaining compliance with applicable recordkeeping requirements
- Tracking and updating all applicable data privacy requirements, including CCPA and GDPR, and working with the Company’s Head of IT to ensure compliance
- Working with the Company’s legal department and supply chain management personnel to ensure all applicable FARs and DFARs requirements are tracked and flowed down as applicable
- Working with the Company’s local management and legal department to maintain applicable SAM registrations
Requirements
- Must have an attention to detail with respect to application submittals and document preparation
- A self-starter with the ability to work independently
- Proactive problem resolution skills
- Experience in interacting with senior management, government officials, international/domestic entities and freight forwarders
- Experience with implementation of internal export compliance program as well as training in export awareness
- Strong interpersonal skills, excellent written and verbal communications, and proficiency in MS Word/Excel
Qualifications
- BA/BS (Preferred: Business/Economics/International Trade)
- J.D. from an accredited law school
- U.S. citizenship or permanent residency status required (This position requires that you have access to data and technology that is subject to the International Traffic in Arms Regulations. Applicants cannot be hired unless they are qualified to have such access.)
- Familiarity and current on primary U.S. Government import/export regulations to include the U.S. Department of Commerce's Export Administration Regulations (EAR) and the U.S. Department of State's International Traffic in Arms Regulations (ITAR)
- Comprehensive knowledge of the National Industrial Security Program (NISP), TS/SCI and Special Access Programs
- Active security clearance with current SSBI is required
- Completion of DSS Facility Security Officer coursework
- Working knowledge of DoD Manual 5205.07 Vol 1-4
- Knowledge and understanding of SCIF/ SAPF construction standards requirements
- Working knowledge of SIMS, eQIP, DIAS, JPAS and C-CURE
- Willingness to travel domestically and to Mexico – Minimum travel (10-20%), generally supporting other company facilities
- Working knowledge of FARs and DFARs regulatory schemes
- Working knowledge of CCPA and GDPR requirements
Pay
Base Compensation: USD 150,000.00 - 165,000.00
