The Fiscal Forecasting Branch (FFB) is comprised of three Bureaus: Child Care and Fiscal Services Bureau, Family Engagement and Equity Estimates Bureau and Children and Adult Programs Estimate Bureau. The Branch plays a key role in developing fiscal policy, working with the Department's core programs to develop the Local Assistance Budget and meeting the research and data needs required for sound decision-making. The Estimates Bureaus develop the annual Local Assistance Governor’s Budget and May Revision update for the programs administered by the County Welfare Departments, Tribes, and non-governmental organizations. In addition, these bureaus are responsible for providing a fiscal analysis of proposed legislative bills that have a potential fiscal impact to the Department. CDSS Guiding Principles Diversity. The California Department of Social Services (CDSS) is seeking a highly motivated, Manager II who is looking for meaningful work in a high profile and fast paced environment to join the Fiscal Forecasting Branch (FFB). The Branch serves a key role in working with the Department’s core programs to develop the Local Assistance Budget, meet the research and data needs required for sound decision-making, and provide fiscal policy and oversight of California’s multi-billion dollar social service programs. We are a high functioning team and the work we do makes a difference to the millions of vulnerable Californians we serve. The FFB invites candidates with leadership experience and strong math and analytical skills who up for a challenge to apply and compete. Hybrid telework options are available. Under the general direction of the Branch Chief (Career Executive Appointment A), the Manager II is responsible for planning, organizing and directing the development of the state budget and fiscal analysis related to legislation impacting the Bureau’s programs. The responsibilities include developing budgetary strategies and policies affecting a large array of Departmental programs and presenting and defending the Department’s estimates to control agency personnel, the Legislature and key program stakeholders. Experience with In-Home Supportive Services, SSI/SSP, Child Welfare and Housing programs, are also beneficial.
