Manager Engineering (8036) - Communications

About the role

The Manager Engineering, Communications and Signals (C&S) provides leadership and guidance while overseeing SEPTA’s in-house and third-party design projects; offers construction and maintenance support; develops and maintains SEPTA’s Communications and Signals standards and databases; coordinates technical assistance to the trades; oversees code and regulatory compliance programs; and manages the inspection group. The role requires extensive knowledge of engineering and business practices applicable to managing Communications and Signals programs, including support for Maintenance Departments, Capital Projects, and new or existing designs.

Responsibilities

• Manages the Communications and Signals (C&S) Engineering Section by defining functions and goals, establishing priorities, assigning work, mobilizing resources, and monitoring progress.
• Oversees preparation of construction documentation for SEPTA’s C&S in-house and third-party design projects, including conceptual, preliminary, and final designs, cost estimates, and technical specifications.
• Supports in-house construction with purchasing of specialty items and provides field support for construction and maintenance projects.
• Oversees development and maintenance of SEPTA’s C&S Standards across all projects, including standard designs, fabrications, and materials.
• Maintains C&S databases for tracking projects, equipment, maintenance/replacement programs, and code/regulatory compliance.
• Ensures SEPTA engineers stay current with technologies in the engineering field, including CAD proficiency.
• Coordinates review of third-party design and construction documents for installations within SEPTA’s Right-of-Ways to ensure compatibility with SEPTA standards.
• Oversees inspection of SEPTA facilities in response to call-outs and regulatory requirements.
• Provides technical support during design and construction phases to resolve problems.
• Supervises staff activities, encouraging technical and professional development.
• Coordinates project management of multi-disciplined and third-party projects.
• Complies with all Authority and departmental safety and security policies, reporting safety concerns.
• Performs other duties as assigned.

Requirements

• Bachelor’s Degree in Engineering or a related Communications and Signals discipline, plus a minimum of eight (8) years of progressively responsible communications or signals experience.
• In lieu of an Engineering Degree, a Bachelor’s Degree with eight (8) years of relevant and progressive work experience in communications or signals may be considered.
• Extensive knowledge of Communications and Signal Systems.
• Excellent interpersonal, verbal, and written communication skills.
• Proficiency in AutoCAD, Microsoft Office Suite, and Microsoft Project.
• Valid driver’s license.
• Willingness to work evenings, nights, and weekends as required.

Preferred Qualifications

• Prior supervisory or "lead" experience.
• Extensive experience in computer applications.

Pay

Starting salary up to $138,606.00, with an additional $5,000 increase for holding a Pennsylvania PE License.
