Position Summary

Playing an integral role in driving and supporting our business goals and objectives for sustainable growth, assists Port Houston departments with vendor contracting issues and procuring cost efficient goods and services.

Key Responsibilities/Duties

  • Oversight of daily operations of the procurement process; facilitation of meetings, approval of purchase orders, and processing of solicitation-change requests, addenda, and change orders
  • Management of execution of daily solicitation review and related documentation through the procurement life cycle
  • Issuance of purchase orders (POs) and contracts for new orders
  • Aid in the requirements analysis stage of a solicitation, bid process, and during contract administration
  • Create and write solicitation specifications for competitive bids and proposals
  • Utilization of fiscal controls, procurement law, and best practices, and contract ethics to ensure accuracy and protection of Port Houston's interests
  • Maintain and enforce contract-related documents
  • Develop and implement procurement processes and policies
  • Present procurement topics at external events
  • Provide ad hoc and customized reporting on the status of solicitations/contracts
  • Mitigate potential risks and liabilities to Port Houston
  • Supervision and management of contract administration and small business administration functions including preparation of monthly, quarterly, and year-end reporting
  • Lead internal project activities, such as audits, updating process and procedures, and other special projects
  • Supervise and manage all aspects of contract administration and small business administration functions including preparation of monthly, quarterly, and year-end reporting
  • Direct reports and provide guidance in accomplishing work objectives
  • Act in accordance with Port Houston core values (respect, excellence, accountability, diligence, and integrity)
  • Perform related duties as required

Education/Experience

  • Bachelor’s degree in Business Administration, Economics, Finance or related major from a public or accredited private academic institution required
  • Master’s degree or Juris Doctorate preferred
  • 5+ years of related experience in a similar role required
  • Previous supervisory experience preferred
  • Certified Contract Manager preferred

  • Knowledgeable in applicable statutory requirements, and industry best practices

  • Excellent oral and written communicator with exceptional time management, organization, and follow-up skills
