Manager - Compliance and Administration

APPLICATION DEADLINE: 10/22/2026 11:59 PM Central The Metropolitan Council is the regional planning agency for the Minneapolis/St. Paul metropolitan area providing essential services to our region: transportation, wastewater collection and treatment, growth and development of local communities, affordable housing programs, and regional park systems. The Procurement Department supports internal Council units purchasing the goods and services necessary to conduct Council business. In carrying out this purpose, the department complies with Council policies and procedures, as well as the laws of federal, state, and local governments, and the requirements of grants the Council receives. The Manager, Compliance and Administration leads the Contract Management Support Unit and oversees the Council's post-award contract administration, compliance review, policy and procedure governance, training, vendor performance, reporting, and related procurement improvement initiatives. The position develops and maintains internal controls, supports consistent contract management practices across the Council, and advises Procurement leadership and business units on complex contractual and compliance matters. Minimum Requirements:Any of the following combinations of completed education (in business administration, materials management, economics, or closely related field) and progressively responsible experience (in contract or procurement, including supply chain management, goods and services contracting, construction contracting and subcontract administration) and lead, supervisory, or management experience. Bachelor’s degree or higher with six (6) years of experience AND three (3) years of lead/supervisory/management experience.Associate degree or higher with eight (8) years of experience AND three (3) years of lead/supervisory/management experience.High school diploma/GED with ten (10) years of experience AND three (3) years of lead/supervisory/management experience.
